PUBLIC COMMENT TIME RESTRICTIONS Public comments generally are limited to two minutes per speaker; the Mayor may further limit the time for public comments depending on the agenda schedule. GENERAL PUBLIC COMMENTS Receive public communications from the audience on items that are not on the agenda and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and Closed session items should be held until the items are reached. The public may request that the legislative body consider adding an item for consideration on a future agenda. The public may comment on scheduled agenda items, including closed session items, as they are considered. In order to be respectful of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain from applauding or jeering speakers who have been recognized by the Mayor. ID#15-035 Minutes Recommendation: Approve minutes of January 20, 2014 and February 3, 2015 ID#15-036 Financial Claims Recommendation: Approve financial claims report. ID#15-009 Cesar Chavez Park Play Equipment Replacement; Project No. 9189 Recommendation: Adopt a RESOLUTION approving award of contract to R.E. Schultz Construction Services for the Cesar Chavez Park Play Equipment Replacement (CIP No. 9189) in the amount of $137,566.00 (Base Bid plus Additive Alternative 1). ID#15-023 Claire Giannini Grant Award for “Project Growth” Recommendation: Adopt a RESOLUTION accepting the Claire Giannini grant award to implement an intergenerational educational program run by grant funded community residents, as designed and developed by the Salinas Public Library. City of Salinas Page 2 Printed on 2/11/2015 City Council Meeting Agenda - Final February 17, 2015 ID#15-025 Industrial Waste Water Conveyance System Project, Section 108 Guaranteed Loan Recommendation: Adopt a RESOLUTION for the City to pledge Full Faith and Credit (FF&C) for the Section 108 Guaranteed Loan to be provided to the Industrial Waste Water Conveyance System Project. ID#15-032 Consulting Agreement with Applied Development Economics, Inc. Recommendation: It is recommended that the City Council adopt a resolution authorizing the City Manager to enter into a professional services agreement with Applied Development Economics, Inc., related to the approval of the Economic Development Element (EDE) as an element of the City's General Plan, and perform related tasks relevant to the implementation of the EDE policies and action items. JOINT CITY COUNCIL AND SUCCESSOR AGENCY TO THE FORMER SALINAS REDEVELOPMENT AGENCY ID#15-030 Recognized Obligation Payment Schedule for the six months ending December 31, 2015 (ROPS 15-16A) Recommendation: Adopt a RESOLUTION of the Salinas Successor Agency approving the Recognized Obligation Payment Schedule for the six months ending December 31, 2015 (ROPS 15-16A). CONSIDERATION ID#15-021 Haciendas Senior Affordable Housing Development Loan Agreement Recommendation: Adopt a RESOLUTION authorizing the City Manager to enter into a loan agreement with the Housing Authority of the County of Monterey, with modified terms for deferred payment of development fees in the amount of $316,057, for the Haciendas Senior affordable housing development. ID#15-029 FY 2014-2015 Mid-Year Budget Review and Budget Adjustments Recommendation: It is recommended that the City Council: 1) accept the mid-year FY 2014-15 budget review report; 2) accept the Monthly Financial Report for December 2014; and 3) adopt a RESOLUTION approving amendments to the FY 2014-15 operating and capital budgets for the City of Salinas.
