GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.

ID#15-031 Acceptance of Grant Funding from Board of State and Community
Corrections California Gang Reentry Intervention and Prevention
(CalGRIP) Program
Recommendation: Adopt a RESOLUTION authorizing the acceptance of grant funding from Board of State
and Community Corrections California Gang Reentry Intervention and Prevention
(CalGRIP) program to provide evidence based strategies for prevention, intervention
and suppression of gang related violence in the City of Salinas.

ID#15-110 Produce Wash Water Recycling MOU Amendment
Recommendation: Adopt a RESOLUTION authorizing the Mayor to execute an Amendment 1 to the
Memorandum of Understanding (MOU) for the purpose of extending negotiations on a
definitive agreement that will provide City of Salinas produce wash water and storm
water for use as source water for the Ground Water Replenishment (GWR) project and
the Castroville Seawater Intrusion Project (CSIP).
ID#15-100 Direct Purchase of Taser Axon Body Worn Cameras
Recommendation: Adopt a RESOLUTION authorizing the direct purchase of seventy (70) Taser Axon
body worn cameras with backend support, over a five-year contract, at a total cost of
$388,106.06, with the first year total operating cost at $123,542.50 from Taser
International of Scottsdale, Arizona.
ID#15-127 Measure G Oversight Committee
Recommendation: Adopt a Resolution establishing the composition, terms, and scope of responsibilities
for the Measure G Oversight Committee.

ID#15-048 Planned Unit Development Permit 2014-002; a request to amend Planned
Unit Development Permit No. 80-10 to allow residential additions to
existing single family residences in conformance with zoning regulations
located on an 9.454 acre portion of the “Laurel West Encore” Subdivision
in the Residential Low-Density (R-L-5.5) District
Recommendation: Adopt a RESOLUTION finding that the Planned Unit Development Amendment is
exempt from CEQA (California Environmental Quality Act) and approve the amendment
to Planned Unit Development 80-10, to allow additions to existing homes.
ID#15-049 Planned unit Development Permit 2014-001; a request to amend Planned
Unit Development Permit 78-8 to authorize phased improvements at an
existing shopping center located at 796 Northridge Mall in the Commercial
Retail (CR) District.
Recommendation: Adopt a RESOLUTION affirming the findings and adopting the proposed Mitigated
Negative Declaration and Mitigation Monitoring and Reporting Program and approving
the Amendment to Planned Unit Development Permit 78-08 to authorize phased
improvements at Northridge Mall.
ID#15-122 Emergency Medical Services and Vehicle Accident Collision Cost Recovery
Fee Program
Recommendation: Introduce an ORDINANCE implementing a Cost Recovery Program for Advanced Life
Support (ALS) and Vehicle Accident Collision (VAC) Response Recovery Fees and
adopt a RESOLUTION setting fees to support the program.

Project No. 9438
Recommendation: Adopt a RESOLUTION approving plans and specifications for the 2015 Pedestrian
Access Ramp and Street Light Improvements - Project No. 9438; authorize issuance of
invitation to bid, with bids to be opened on May 12, 2015; and authorize an
appropriation of $55,000 of Gas Tax funds and the transfer of $170,000 of Gas Tax
from the East Market Street Reconstruction and Slurry Seal Project (CIP 9337) to the
2015 Pedestrian Access Ramp and Street Light Improvement Project No. 9438 to cover
construction of ADA- compliant pedestrian access ramps and new street light
installations.

Recommendation: Adopt a RESOLUTION affirming the existing practice of portal to portal compensation
for fire department employees.
ID#15-104 Self-Contained Breathing Apparatus
Recommendation: Adopt RESOLUTION approving the direct purchase of additional self-contained
breathing apparatus (SCBA) equipment and accessories from Allstar Fire Equipment.
ID#15-112 Closter Park Recreation Center Lease Agreement
Recommendation: Adopt a RESOLUTION authorizing the renewal of the Lease Agreement for use of the
Closter Park Recreation Center between the City of Salinas and Salinas Boxing Club,
Inc.
ID#15-114 California Endowment Grant for Acosta Plaza Lighting
Recommendation: Adopt a RESOLUTION authorizing the Director of Public Works to; 1.) sign documents
on behalf of the City with respect to the acceptance of $100,000 in grant funding from
The California Endowment (TCE) for lighting improvements at Acosta Plaza; and 2.)
execute an agreement with Opterra Energy and associated sub-contractors in an
amount not to exceed $100,000 to install lighting improvements in Acosta Plaza.

Recommendation: Adopt a RESOLUTION approving a professional services agreement with DeltaWRX
for the preparation of technical and functional requirements for a new police records
management system (RMS) for the Police Department.

Recommendation: Adopt a RESOLUTION supporting the Monterey County Agricultural and Winey
Corridor Plan and opposing the adoption of amendments to the Monterey County

Corridor Plan.
