PUBLIC COMMENT TIME RESTRICTIONS Public comments generally are limited to two minutes per speaker; the Mayor may further limit the time for public comments depending on the agenda schedule. GENERAL PUBLIC COMMENTS Receive public communications from the audience on items that are not on the agenda and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and Closed session items should be held until the items are reached. The public may request that the legislative body consider adding an item for consideration on a future agenda. The public may comment on scheduled agenda items, including closed session items, as they are considered. In order to be respectful of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain from applauding or jeering speakers who have been recognized by the Mayor. PUBLIC HEARING ID#15-044 City Development Impact Fee Annual Adjustment (Park, Street Tree, Storm Sewer, Sanitary Sewer, Traffic, Library, and Fire Protection Services) Based on the Engineering News Record Inflation Factor Recommendation: Adopt a RESOLUTION adjusting City development impact fees by 3%, effective July 1, 2015, based on the Engineering News Record (ENR) construction cost index increase over the last year. ID#15-145 Interim Urgency Ordinance Related to Telecommunications Facilities Recommendation: Adopt the urgency ORDINANCE establishing a forty five (45) day moratorium on the establishment of telecommunication facilities in the public right of way. ID#15-128 County of Monterey/City of Salinas Downtown Government Center Planning MOU Recommendation: Adopt a RESOLUTION authorizing the Mayor to execute Amendment No. 1 to the Memorandum of Understanding with the County of Monterey regarding the Mutual Planning and Implementation of a Government Center in Downtown Salinas. ID#15-144 City Council Rules of Procedure and Order of Business for Council Members; Guidelines for Public Decorum and Order and City Council Meetings Recommendation: Adopt a RESOLUTION revising and restating the Rules of Procedure and Order of Business for Council Members and Guidelines for Public Decorum and Order at City Council Meetings. CONSENT AGENDA All matters listed under Consent Agenda may be enacted by one motion unless a member of the Council or the public requests discussion or a separate vote. ID#15-135 Minutes Recommendation: Approve minutes of March 3, 2015; March 17, 2015; March 31, 2015; and April 14, 2015. ID#15-159 Financial Claims Recommendation: Approve financial claims report. ID#15-122 2nd reading, Emergency Medical Services and Vehicle Accident Collision Cost Recovery Fee Program Recommendation: Adopt ORDINANCE implementing a Cost Recovery Program for Advanced Life Support (ALS) and Vehicle Accident Collision (VAC) Response Recovery Fees. ID#15-117 State Greenhouse Gas Reduction/USDA Forest Service Urban Forestry Grant Recommendation: Adopt a RESOLUTION authorizing application for State Greenhouse Gas Reduction Funding and/or USDA Forest Service Urban Forestry Grant Program Funds. ID#15-118 Sanborn Road and John Street Traffic Signal Upgrade Project No 9067 (Federal Project No. HSIPL-5045(026)) Recommendation: Adopt a RESOLUTION approving plans and specifications for the Sanborn Road and John Street Traffic Signal Upgrade; City Project No. 9067 (Federal Project No. HSIPL-5045(026)); and authorize issuance of invitation to bid, with bids to be opened on May 26, 2015 City of Salinas Page 3 Printed on 4/23/2015 City Council Meeting Agenda - Final April 28, 2015 ID#15-123 Aircraft Owners and Pilot Association Airport Use and License Agreement Recommendation: Adopt a RESOLUTION approving the issuance of an Airport Use and License Agreement to the Aircraft Owners and Pilots Association (AOPA) to conduct a Regional Fly-in on May 15-16, 2015 at the Salinas Municipal Airport. ID#15-158 Vacation of a Portion of Melody Lane Recommendation: Approve a RESOLUTION summarily vacating a portion of Melody Lane from the northerly right-of-way line of Gabilan Street to a point approximately 130 feet northerly therefrom, pursuant to California Streets and Highways Code, Part 3, Chapter 4, Section 8334 ID#15-152 Santa Rita Union School District Joint Use Agreement Termination Recommendation: Adopt a RESOLUTION authorizing the City Manager to terminate the Joint Use Agreement for New Republic Elementary School and Harden Neighborhood Park. ID#15-155 Police Recruiting Incentive Program Recommendation: Adopt a RESOLUTION authorizing a police recruiting incentive program. ID#15-156 Modification to the Classification / Salary Schedule Recommendation: It is recommended that the City Council adopt a RESOLUTION 1) Restoring the Battalion Chief/Fire Marshal classification from inactive to active status; 2) Reclassifying the Police Clerk series to Police Services Technician; and 3) Reclassifying the position of Community and Economic Development Director to Community Development Director and accordingly approve a modification to the Classification and Salary Schedule.
