GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain

Impediments to Fair Housing Choice (AI); Alisal Neighborhood
Revitalization Strategy Area (ANRSA); and FY 2015-2016 Action Plan
(Fy15-16 AP) Updates to Funding Parameters for Public Services and ESG
Recommendation: Adopt a RESOLUTION approving the FY2015-2019 Consolidated Plan; Analysis of
Impediments to Fair Housing Choice; Alisal Neighborhood Revitalization Strategy Area;
and FY2015-16 Action Plan and Updates to the Funding Parameters for Public
Services and ESG; Direct staff to submit the FY 2015-2019 Consolidated Plan, Analysis
of Impediments to Fair Housing Choice, Alisal Neighborhood Revitalization Strategy
Area, and the FY 2015-2016 Action Plan to HUD.
ID#15-153 2015 Special Assessment on Properties for Unpaid Charges Pursuant to
City Code Section 1-49.2.
Recommendation: Adopt a RESOLUTION confirming unpaid nuisance abatement charges and
administrative costs and penalties incurred by the City of Salinas from calendar years
2012 to 2014 and directing the Finance Director to collect the unpaid charges from the
property owners.

ID#15-142 Regulation of Business of Massage
Recommendation: Introduce and subsequently adopt an ORDINANCE repealing and replacing Salinas
City Code Chapter 16A to bring the City's regulations on the business of massage into
conformance with California law.

Recommendation: Adopt a RESOLUTION approving award of contract to EF and S Concrete for the El
Dorado Park Improvements, Project No. 9670, in the amount of $187,064.65; and
authorize the transfer of $35,000.00 of Gas Tax from the Annual City Street Rehab
Program Project (CIP 9438).

Recommendation: Adopt a RESOLUTION accepting the Closter Park Basketball Court Improvements,
Project No. 9451, for maintenance and responsibility.
