Comments on Consent, Consideration, and Closed session items should be held until the items are reached. The public may request that the legislative body consider adding an item for consideration on a future agenda. The public may comment on scheduled agenda items, including closed session items, as they are considered. In order to be respectful of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain from applauding or jeering speakers who have been recognized by the Mayor. PUBLIC HEARING ID#15-176 Appeal of Planning Commission Decision to Deny CUP 2014-025 (Walgreens) Recommendation: Adopt a RESOLUTION denying the appeal and affirming the decision of the Planning Commission denying Conditional Use Permit (CUP) 2014-025, a request to establish and operate an alcohol related use consisting of an off-sale beer and wine license (type 20) at an existing retail sales use (Walgreens) CLOSED SESSION Receive public communications from the audience on Closed session items. THE CITY COUNCIL WILL RECONVENE IN THE ROTUNDA AT 6:00 PM JOINT CITY COUNCIL AND SUCCESSOR AGENCY TO THE FORMER SALINAS REDEVELOPMENT AGENCY CONSIDERATION ID#15-193 Introduce Annual Operating and Capital Improvement Budget for FY 2015-16 Recommendation: Review and consider the proposed FY 2015-16 Annual Operating Budget for the City of Salinas and Successor Agency to the former Salinas Redevelopment Agency and the FY 2015-16 Annual Capital Budget for the City of Salinas. CONSIDERATION ID#15-179 Resolution of Intention to form the Salinas Downtown Community Benefit District and the initiation of a balloting process to be tabulated at public hearing to be held July 21, 2015. Recommendation: Approve a Resolution declaring its intention to form the Salinas Downtown Community Benefit District, approve its Management Plan and Engineers Report, authorize the City Manager to sign the petition to approve the assessment of City properties within the proposed District, consistent Government Code Section 53753 and Section 4 of Article XIIID of the California Constitution, direct the City Clerk to mail ballots to proposed District property owners, authorize the City Manager to vote "yes" on behalf of the City to assess the City's properties within the proposed District, and set a time and place for a public hearing to tabulate returned ballots, and determine if majority of property owners approve of said formation. ID#15-185 Emergency Water Conservation Programs Recommendation: Adopt a RESOLUTION supporting California Water Services Company and Alisal Water Corporation's emergency water conservation programs. CONSENT AGENDA All matters listed under Consent Agenda may be enacted by one motion unless a member of the Council or the public requests discussion or a separate vote. ID#15-135 Minutes Recommendation: Approve minutes of March 3, 2015; March 17, 2015; March 31, 2015; April 14, 2015; and April 28, 2015. ID#15-194 Financial Claims Recommendation: Approve financial claims report. ID#15-175 March 2015 Financial Report Recommendation: Accept the monthly Financial Report for March 2015. City of Salinas Page 3 Printed on 5/21/2015 City Council Meeting Agenda - Final May 26, 2015 ID#15-085 Professional Services Agreement with De Novo Planning Group Recommendation: Adopt a RESOLUTION authorizing the City Manager to enter into a Professional Services Agreement with De Novo Planning Group, regarding the preparation of two Initial Studies and two Environmental Impact Reports for the West Area Specific Plan (WASP) and the Central Area Specific Plan (CASP) for a cost of $987,814.00; and authorizing the City Manager to enter into Funding Agreements with the developers/property owners, located in the North of Boronda Future Growth Area (FGA). ID#15-109 Sherwood Community Park Sidewalk Improvements Recommendation: Adopt a RESOLUTION approving award of Contract to NorCal Contractor, for the Sherwood Community Park Sidewalk Improvements - Project No.9025, in the amount of $33,865. ID#15-157 Third Party Administrator Consulting Agreement Recommendation: Adopt a RESOLUTION authorizing the City Manager to enter into a consulting agreement with Cannon Cochran Management Services, Inc. (CCMSI) to provide third party general liability administration of government claims. ID#15-180 Interim Ordinance No. 2557 (Wireless Telecommunications Facilities in the Public Right of Way) Recommendation: Accept the report regarding findings as required under state law for Interim Ordinance No. 2557 for proposed projects involving telecommunication facilities in the public right of way. ID#15-181 Twin Creeks Golf Course Agreement Recommendation: Adopt a RESOLUTION approving the Agreement between the City of Salinas and the Future Citizens Foundation regarding the Twin Creeks Municipal Golf Course Sublease. ID#15-182 Establish Operating Reserve Account in the amount of $94,545 for the Vista de la Terraza Recommendation: Adopt a RESOLUTION that authorizes the establishment of an operating reserve account in the amount of $94,545 for the Vista De La Terraza (VDLT) affordable housing development located at 165-177 Carr Avenue (Project) as required by the State of California Department of Housing and Community Development (HCD); and authorizes the City's entry into an Operating Reserve Agreement with the owner of the Project and its general partner (Operating Reserve Agreement).
