GENERAL PUBLIC COMMENTS Received communication from the public. ID#15-230 Republic Services Garbage and Recycling Rates for FY 15-16 Public Works Director, Gary Petersen, provided his report which is on file in the City Clerk’s Office as the official record. Councilmember Castaneda expressed concerns regarding the garbage rate increases and stated he will not be in support of increased rates. Councilmember Barrera asked for clarification regarding fee increase. Mr. Petersen stated the increase is tied to the Consumer Price Index allowing entities recover the cost for services rendered. Councilmember Lutes stated that Salinas Valley Solid Waste is working with Republic Services in efforts to keep costs down and will continue to assess future cost savings City of Salinas Page 1 City Council Meeting Minutes - Unofficial June 23, 2015 measures. Upon motion by Councilmember Barrera, seconded by Councilmember De La Rosa, the City Council adopted Resolution 20777, authorizing a one-time waiver of the thirty-day notice requirement and adopting the proposed annual adjustment to Republic Services of Salinas (Republic) Schedule of Service Fees and Schedule of Rates for Residential and Commercial Customers. The motion carried by the following vote: Ayes: 5- Councilmember Barrera, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane and Councilmember Gunter Noes: 1- Councilmember Castañeda Absent: 1- Councilmember Craig CONSENT AGENDA ID#15-250 Minutes Minutes were tabled. Ayes: 6- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane and Councilmember Gunter Absent: 1- Councilmember Craig ID#15-162 Salinas Train Station Building Improvements Project No. 9164 Upon motion by Councilmember McShane, seconded by Councilmember Lutes, the City Council adopted Resolution 20778 accepting the Salinas Train Station Building improvements Project No. 9164 for maintenance and Responsability. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane and Councilmember Gunter Absent: 1- Councilmember Craig Enactment No: RES 20778 ID#15-195 2015 City of Salinas ADA Transition Plan Advisory Committee Upon motion by Councilmember McShane, seconded by Councilmember Lutes, the City Council adopted Resolution 20779 establishing the ADA Transition Advisory Committee. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane and Councilmember Gunter Absent: 1- Councilmember Craig Enactment No: RES 20779 City of Salinas Page 2 City Council Meeting Minutes - Unofficial June 23, 2015 ID#15-210 Freeway Maintenance Agreement for Airport Blvd / State Highway Route 101 Interchange Project CIP 9145 Upon motion by Councilmember Lutes, seconded by Councilmember McShane, the City Council adopted Resolution 20780 authorizing the Mayor to sign the Freeway Maintenance Agreement on behalf of the City of Salinas, with State of California for Interchange Project CIP 9145. The motion carried by the following vote: Ayes: 5- Councilmember Barrera, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane and Councilmember Gunter Noes: 1- Councilmember Castañeda Absent: 1- Councilmember Craig Enactment No: RES 20780 ID#15-211 Federal Aviation Administration Airport Improvement Program Upon motion by Councilmember McShane, seconded by Councilmember Lutes, the City Council adopted Resolution 20781 authorizing the City Manager to act on behalf of the City with respect to the application for and the acceptance of Federal Aviation Administration grant funding for the design of airport electrical improvements and the development of a pavement maintenance and management program for the Salinas Municipal Airport. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane and Councilmember Gunter Absent: 1- Councilmember Craig Enactment No: RES 20781 ID#15-223 Salinas Police Community Advisory Committee By-Laws Update Salinas Police Community Advisory Committee By-Laws were tabled. ID#15-225 Sister City Relationship with the City of Söke, Turkey Upon motion by Councilmember McShane, seconded by Councilmember Lutes, the City Council adopted Resolution 20782 establishing a Sister City relationship with the City of Soke, Turkey. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane and Councilmember Gunter Absent: 1- Councilmember Craig Enactment No: RES 20782 ID#15-233 Annual Statement of Investment Policy Upon motion by Councilmember McShane, seconded by Councilmember Lutes, the City Council adopted Resolution 20783 accepting the Annual Statement of Investment Policy. The motion carried by the following vote: Ayes: 5- Councilmember Barrera, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane and Councilmember Gunter Noes: 1- Councilmember Castañeda Absent: 1- Councilmember Craig Enactment No: RES 20784 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Lutes requested the Council consider investing in socially responsible and racial equity funds as. She further requested a no tolerance policy for absent landlords. Councilmember Lutes requested the Library and Community Services Department consider the City of San Jose model “a thousand hearts, a thousand minds”. In closing, Councilmember Lutes requested an update on the community policing policies, an update on Lake Street clean-up and an update on the warming shelter. Councilmember Castaneda requested a policy for adding items requested by the public to the Council meeting agendas, a report on police and community relations, and a future Council meeting in the Alisal. Councilmember Castaneda requested a copy of the police report filed on him. Councilmember McShane announced upcoming meetings and community events. He requested the City’s Resident Handbook be updated as soon as possible. Councilmember Barrera recommended staff consider a seven-member Police Community Advisory Committee and consider having a Police Commission as a voting body. Councilmember Barrera further requested a solution to the homeless encampments and loitering near business fronts. CLOSED SESSION Pursuant to Government Code Section 54957.1, there were no reportable action on the following items.
