Upon motion by Councilmember McShane, second by Councilmember De La
Rosa, the City Council adopted Resolution 20785 approving the Oldtown Salinas
Association's Annual Report FY 2014/2015, and budget for FY 2015/2016, as
required for the Oldtown Salinas Parking and Business Improvement Area; and
adopted RESOLUTION OF INTENTION 584 to levy and collect an annual
assessment in the Oldtown Salinas Parking and Business Improvement Area for
FY 2015/2016. The motion carried by the following vote:

project, CIP 9117, in the amount of $5,399,130; approve a proposal from Wallace
Group and Associates for inspection services in the amount of $336,500 to provide
specialty construction inspection services for the duration of the Sanborn
Road/US HWY 101/Elvee Drive Improvement Project construction; approve
allocation of $520,000 in Stormwater Development Fees from CIP 9735 to pay for
the Stormwater related items of work on this project; and approve appropriation
of $1.0 million in Regional Surface Transportation Program (RSTP) funds to CIP
9117. The motion carried by the following votes:

and delivery of certain documents in connection therewith and certain other

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Barrera reported that City Hall will now be open on Fridays.
Councilmember Craig announced Jr. Giants season is now open and is free to Salinas
youth. She reported Leadership Salinas Valley is looking for a nonprofit to give back to.
Councilmember Craig requested a meeting of the fireworks Subcommittee. Request
second by Councilmember McShane.
Councilmember Lutes requested traffic calming measures at Little River and Calaveras
Street, a traffic light at Danbury St. and Independence Blvd., and consider pedestrian
safety measures such as flashing lights throughout the City. Councilmember Lutes also
expressed concerns regarding fireworks.
Councilmember Castaneda requested a meeting in the Alisal Area, street improvements
on Nogal Drive, a status update on the Vista De La Terraza.
Councilmember McShane requested a presentation from Hartnell Community College,
City of Gonzalez, and the Monterey County Arts Council. He additionally requested a
letter of support for Tanimura and Antle farmworker housing. Councilmember McShane
announced upcoming AgTech meetings. Councilmember McShane requested
consideration of a contracts management firm for capital projects.
Mayor Gunter announced that on July 21, there will be a report from the Salinas Fire
Chief regarding fireworks.
Councilmember De La Rosa announced that the Vista De La Terraza cooperative met
with CHISPA, City staff and the residents.
CLOSED SESSION
Pursuant to Government Code Section 54957.1, there were no reportable action on the
following closed session items.
a. Potential Litigation - Cal. Govt. Code section 54959.9(d)(2), conference with legal counsel
regarding potential initiation of litigation (two cases).
b. Labor Relations - Cal Govt. Code section 54957.6, conference with designated labor
representatives Ray Corpuz, City Manager; Jim Pia, Assistant City Manager; Christopher A.
Callihan, City Attorney; Matt Pressey, Finance Director; and Marina Horta-Gallegos, Senior
Human Resources Analyst; regarding labor relations with Service Employees International Union
(SEIU), SEIU Supervisors, Salinas Municipal Employees Association/SEIU, Association of
Management Personnel, Police Officers Association, Police Management Association,
International Association of Firefighters, Fire Supervisors Association, Confidential
Non-Management Employees, Confidential Management Employees, and Department Directors.
