County-wide Solid Waste Study - Receive presentation from Richard Tagore-Erwin, R3 Consulting Group, Inc. PUBLIC COMMENT TIME RESTRICTIONS Public comments generally are limited to two minutes per speaker; the Mayor may further limit the time for public comments depending on the agenda schedule. GENERAL PUBLIC COMMENTS Receive public communications from the audience on items that are not on the agenda and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and Closed session items should be held until the items are reached. The public may request that the legislative body consider adding an item for consideration on a future agenda. ID#15-293 Levy of Annual Assessment in the Salinas United Business Association (SUBA) Business Improvement Area for FY 2015/2016 Recommendation: Adopt a RESOLUTION which denies the protests and which confirms the Salinas United Business Association Business Improvement Area Assessment District Report for Fiscal Year 2014/2015 and its proposed budget for Fiscal Year 2015/16. ID#15-298 Consolidated Annual Performance and Evaluation Report for Fiscal Year 2014-2015 Recommendation: Adopt a RESOLUTION approving the Consolidated Annual Performance and Evaluation Report (CAPER) for Fiscal Year 2014-2015. ID#15-039 Amtrak Lease Agreement (Salinas Train Depot at 11 Station Place) Recommendation: Adopt a RESOLUTION authorizing the Mayor to execute a ten-year Lease with National Railroad Passenger Corporation (aka Amtrak) at 11 Station Place (the Salinas Train Depot at the Intermodal Transportation Center). ID#15-310 Addition of Authorized Position to FY 15 - 16 General Fund Budget Recommendation: Adopt a RESOLUTION authorizing the addition of one Permit Center Clerk to the authorized positions in the General Fund budget and accordingly approve a modification to the FY 15-16 budget authorized positions. ID#15-337 East Laurel Drive Pedestrian Enhancements, CIP 9220 Recommendation: Adopt a RESOLUTION approving a proposal from Kimley Horn and Associates for preliminary design and environmental reconnaissance for the East Laurel Drive Pedestrian Enhancement Project in the amount of $119,000. ID#15-345 Ciclovia 2015 Recommendation: Adopt a RESOLUTION supporting Ciclovia 2015 and authorizing City expense for Ciclovia, a youth led community event focused on encouragement of active living. ID#15-360 2016 City Council Meeting Calendar Recommendation: Approve the 2016 City Council meeting calendar. ID#15-362 League of California Cities’ Policy Resolutions Recommendation: Authorize the City's delegate to vote on the League of California Cities' proposed Policy Resolution at the League's annual business meeting on October 2, 2015 as recommended by staff. ID#15-368 U.S. Department of Justice, Bureau of Justice Assistance FY 2015 Grant Acceptance Recommendation: Adopt a RESOLUTION authorizing acceptance of a grant award from U.S. Department of Justice, Bureau of Justice Assistance FY 2015 for Smart Supervision: Reducing Prison Populations, Saving Money and Creating Safer Communities. ID#15-374 Classification and Salary Schedule Recommendation: Adopt a RESOLUTION approving the reclassification of the positions described herein and further approving the modification to the Classification and Salary Schedule. ID#15-375 Wildlife Habitat Conservation Fund Grant Request Recommendation: Adopt a RESOLUTION authorizing the City to submit a grant application on behalf of the Return of the Natives (RON). ID#15-376 Request for Proposals: Homeless Encampment Cleanup Services Recommendation: Adopt a RESOLUTION authorizing the solicitation of request for proposals for homeless encampment cleanup services.
