PUBLIC COMMENT TIME RESTRICTIONS Public comments generally are limited to two minutes per speaker; the Mayor may further limit the time for public comments depending on the agenda schedule. GENERAL PUBLIC COMMENTS Receive public communications from the audience on items that are not on the agenda and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and Closed session items should be held until the items are reached. The public may request that the legislative body consider adding an item for consideration on a future agenda. The public may comment on scheduled agenda items, including closed session items, as they are considered. In order to be respectful of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain from applauding or jeering speakers who have been recognized by the Mayor. CONSIDERATION ID#15-341 Memorandum of Understanding with the National Resource Network Recommendation: Adopt a RESOLUTION authorizing the Mayor to execute a Memorandum of Understanding between the City of Salinas and the National Resource Network for coordinated workforce development initiative. ID#15-292 Salinas United Business Association (SUBA) Assessment District Report for FY 2014/2015 and Resolution of Intention to levy and collect an Annual Assessment for the District in FY 2015/2016. Recommendation: Adopt a RESOLUTION approving the FY 2014/15 Salinas United Business Association's Annual Report; and a RESOLUTION OF INTENTION setting a public hearing for September 15, 2015 to consider the levy and collection of an annual assessment for FY 2015/16. ID#15-294 Response to Monterey County Civil Grand Jury Report No. 11 - Web Site Business License Applications, City of Salinas Recommendation: Authorize the Mayor to sign a letter responding to the findings and the recommendations in the 2014-2015 Monterey County Civil Grand Jury Report No. 11 - "Web Site Business License Applications, City of Salinas". ID#15-309 2nd reading, Streamlining of Small Residential Rooftop Solar Energy Systems Recommendation: Adopt an ORDINANCE amending Chapter 9 of the City Code to provide streamlined, non-discretionary process for small residential rooftop solar system permit applications, processing and inspections. ID#15-318 Sustained Funding for Local Streets Recommendation: Adopt a RESOLUTION urging the state to provide new sustainable funding for state and local transportation infrastructure. ID#15-330 Public Safety Facility Requests for Statements of Qualifications Recommendation: Adopt a RESOLUTION authorizing issuance of a Request for Qualifications to identify a non-profit organization qualified to complete a 63-20 process to provide a tax exempt lease/leaseback financing structure for the construction of a Public Safety Facility. ID#15-331 California Hero Program Recommendation: Adopt a RESOLUTION consenting to the inclusion of properties within the City's jurisdiction into the California HERO Program. ID#15-338 Monterey Regional Water Pollution Control Agency Cost Sharing Agreement Amendment Recommendation: Adopt a RESOLUTION approving an Amendment No. 1 to the cost sharing agreement with the Monterey Regional Water Pollution Control Agency. ID#15-339 Formation of a Groundwater Sustainability Agency Recommendation: Adopt a RESOLUTION authorizing an agreement with Consensus Building Institute (CBI) to provide facilitation services for a multi-stakeholder process to form a Groundwater Sustainability Agency. ID#15-342 State Recreational Trails Grant Program Recommendation: Adopt a RESOLUTION approving the filing of a grant application for the Recreational Trails Program. ID#15-344 Office of Traffic Safety (OTS) 2015 Avoid the 20 Grant Recommendation: Adopt a RESOLUTION accepting the Avoid the 20 OTS Grant in the amount of $257,000.00.
