Group, LLC to provide strategic communication consulting, production and
training services. The motion carried by the following vote:

SUBSTITUTE MOTION:

Upon motion by Councilmember Craig, second by Councilmember Lutes, the
City Council adopted Resolution 20856 authorizing the Mayor to execute
Amendment 3 to the Memorandum of Understanding between Monterey
Regional Water Pollution Control Agency, the Monterey County Water
Resources Agency, the City of Salinas, the Marina Coast Water District, and
Monterey Peninsula Water Management District for the Ground Water
Replenishment (GWR) project and the Castroville Seawater Intrusion Project
(CSIP).. The motion carried by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Craig announced she is looking for a Library and Community Services
Commissioner to represent District 6. She reported there is a group of residents in her

district interested in dog parks.
Councilmember Barrera stated he attended the League of California Cities and attended
a session on collaborative efforts among the Council and Districts. Councilmember
Barrera requested an itemized expenditure report on the AgTech Summit. Request was
second by Councilmember McShane. Councilmember Barrera requested a report from
the Police Chief on effective policing policies.
Councilmember De La Rosa announced she attended the League of California Cities
where the City was awarded the Helen Putnam Award for the Economic Development.
Councilmember Lutes requested the Gabilan Creek be desilted before the rainy season
begins.
Councilmember Castaneda requested a plan of action from the Police Department in
response to reducing gang violence. He appointed Luis Montoya and Ruben Soto to the
Youth Advisory Commission. Councilmember Castaneda requested a report on the
maintenance schedule for parks and recreation centers.
Councilmember McShane requested staff evaluate the existing facility use fees and
consider allowing the use by non-profits for free or at a reduced rate. Request was
second by Councilmember Castaneda and Barrera.
Mayor Gunter announced he also attended the League of California Cities to receive the
Helen Putnam Award on behalf of the City.
