the City Council adopted Resolution 20857 Issuing a written report describing the
measures taken to alleviate the condition which led to the adoption of the
interim ordinance [Government Code section 65858(d)]. The motion carried by the
following vote:

issuance of invitation to bid, with bids to be opened on November 24, 2015. The

Systems
Upon motion by Councilmember Craig, second by Councilmember McShane, the
City Council adopted Resolution 20861 authorizing the direct purchase of ten (10)
in-car police radio systems from Harris Radio in Lynchburg, Virginia, at
$69,235.00 and ten (10) mobile computer terminals and in-car video systems from
Data 911 in Alameda, California, at $121,780.00. The total purchase from Data
911 and Harris Radio is $191,015.00. The motion carried by the following vote:

Upon motion by Councilmember Craig, second by Councilmember McShane, the
City Council adopted Resolution 20862 authorizing the Mayor to execute an
agreement between the City of Salinas and Monterey Regional Water Pollution
Control Agency for conveyance and treatment of agricultural produce wash
water for use as source water for the Ground Water Replenishment (GWR)
Project and the Castroville Seawater Intrusion Project (CSIP). The motion carried
by the following vote:

self-contained breathing apparatus and associated equipment to the Monterey
Peninsula College Fire Academy.. The motion carried by the following vote:

Upon motion by Councilmember Craig, second by Councilmember Lutes, the City
Council adopted Resolution 20864 authorizing the Mayor to execute
administrative subpoena in conjunction with the enforcement of Measure H. The

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Craig requested an update on the California Welcome Center agreement.
Request was second by Councilmember McShane. Councilmember Craig additionally
requested review of the appointment process for the Board of Appeals. She announced
she has an opening in Library and Community Services Commission if anyone in District

5 is interested in serving.
Councilmember Barrera expressed concerns regarding the lack of succession planning
and hiring process for the Salinas Police Department.
Councilmember De La Rosa announced events she attended over the weekend. She
requested a park maintenance and assessment report and a report on Community
Centers’ use and programing.
Councilmember Lutes reported that Salinas Valley Solid Waste Authority is moving
forward with the relocation of the transfer station. She announced she attended the
CDBG/Housing Subcommittee and took action to consolidate the two committees in
efforts to improve governmental efficiency. The CDBG/Housing Subcommittee will be
moving forward with a two-year funding allocation cycle.
Councilmember Castaneda requested the Council consider declaring a state of
emergency in efforts to provide warming shelters for the homeless. He additionally
requested a presentation from the Local Urban Gardner’s and consideration of
implementing park standards city-wide. Councilmember Castaneda requested a
presentation on flood preparation in District 1.
Councilmember McShane appointed Ginger Pierce to the Measure V Oversight
Committee. He announced upcoming community events. Councilmember McShane
reported that the Oldtown Salinas Association has voted to dissolve effective June 30,
2016 in light of the establishment of the Downtown Community Benefit District. He added
that the farmers market will be relocate in the future. Councilmember McShane
requested a report regarding the Vehicle Accident Collision and Emergency Medical
Services billing.
Mayor Gunter reported that he met with the Urban Gardner’s and expressed concerns that
the bathrooms at Natividad Creek Parks are in disarray and need to be repaired.
