Received report from Economic Development Manager Andy Myrick which is on
file in the City Clerk's Office as the official record.
PUBLIC HEARING
ID#15-444 2015 Weed Abatement Program
Upon motion by Councilmember Lutes, second by Councilmember Craig,the City
Council adopted Resolution 20902 approving charges for the abatement of weeds
on six properties within the City of Salinas, and directed the Finance Director to
collect the charges from the property owners. The motion carried by the
following vote:
Ayes: 7- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa,
Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor
Gunter

ID#15-499 Appeal of Planning Commission decision to approve Conditional Use Permit
2015-023
Upon motion by Councilmember McShane, second by Councilmember Lutes, the
City Council approved Resolution 20903 denying Conditional Use Permit (CUP)
2015-023, a request to establish and operate an alcohol related use consisting of
an off-sale general license at an existing retail store use (Rite Aid). The motion
carried by the following vote:
Ayes: 5- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa,
Councilmember Lutes and Mayor Gunter
Noes: 2- Councilmember McShane and Councilmember Craig
Enactment No: RES 20903
ID#15-503 An Ordinance related to the establishment and the regulation of commercial
cannabis businesses.
The City Council received the report which is on file in the City Clerk's Office as
the official record. The City Council will consider adoption of the Ordinance on
January 26, 2016.

ID#15-495 California State Library Literacy Services Grant Award
Upon motion by Councilmember Craig, second by Councilmember McShane, the
City Council approved Resolution accepting the California State Library Literacy
Services grant award of $80,896 for the continuation of the Library's adult and
family literacy programs. The motion carried by the following vote:
Ayes: 7- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa,
Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor
Gunter

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Lutes reported that the Finance Committee meeting discussed interest
in conducting a city-wide Compensation Study for all employees.
Councilmember Castaneda requested a report on scheduled encampment cleanups, a
report on the current warming shelter, a report considering a minimum wage increase in
the City, a report from the Police Chief regarding ICE and Homeland Security in the City
and finally, a presentation from staff outlining programs provided at the Breadbox and

Firehouse Recreation Centers.
Councilmember McShane requested an update on the exercise equipment installation at
Laurel Heights Park, a report on the crime rate in the City from the Police Chief, and an
inventory of historic resources, preservation and awareness.
Councilmember De La Rosa requested a report on the City’s efforts on historic
preservation.
Councilmember Barrera requested an update report on the lease agreements with Go
Kids, Inc. and the Senior Center at the Firehouse Recreation Center. He commended the
City for the letter of support provided to Monterey Salinas Transit for grant funding to
assist with the replacement of their fleet.
Councilmember Craig reported on behalf of the Rail Policy Subcommittee that the $1
million that was allocated for the Intermodal Transportation Center has surpassed that
amount and the Committee will need to seek additional state and federal funding in order
to complete the project. She requested an update on the contract for the California
Welcome Center and overall progress report. Request was second by Councilmember
McShane.
Mayor Gunter requested attendance records for all the City Commissions.
CLOSED SESSION
Pursuant to Government Code Section 54957.1, there were no reportable action on the
following closed session items.
ID#15-496 a. Existing Litigation - Government Code Section 54956.9(a), conference
with legal counsel, re. existing litigation, Loggins, Latosha et al. vs. City
of Salinas, Monterey County Superior Court Case No. M29187.
b. Real Property Negotiations (Municipal Stadium) - Government Code
Section 54954.8, conference with real property negotiators City Manager
Ray E. Corpuz, Jr., Assistant City Manager Jim Pia and City Attorney
Christopher A. Callihan to discuss the terms of payment for lease of
properties located at 175 Maryal Drive.
