GENERAL PUBLIC COMMENTS Received communication from the public. PUBLIC HEARING ID#15-497 Exception to the CalPERS 180-Day Wait Period for Retired Annuitant Upon motion by Councilmember Lutes, second by Councilmember De La Rosa, the City Council adopted Resolution 20905 approving the temporary appointment of retired CalPERS member Rachel Soratos as Police Records Coordinator to perform urgent work of limited duration to prevent stoppage of the administration of public business. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember Craig and Mayor Gunter City of Salinas Page 1 City Council Meeting Minutes - Final January 26, 2016 Absent: 1- Councilmember McShane Enactment No: RES 20905 CONSIDERATION ID#15-519 Updated City Charter proposed for voter adoption at the June 2016 Statewide Presidential Primary Election The City Council received the report from City Attorney Christopher Callihan and provided comments on the proposed City Charter amendment. No action taken at this time. ID#15-518 An Ordinance related to the establishment and the regulation of commercial cannabis businesses. Upon motion by Councilmember Lutes, second by Councilmember De La Rosa, the City Council adopted Ordinance 2566 related to the establishment and regulation of commercial cannabis business. The motion was carried by the following votes: Ayes: 4- Councilmember Barrera, Councilmember De La Rosa, Councilmember Lutes and Mayor Gunter Noes: 2- Councilmember Castañeda and Councilmember Craig Absent: 1- Councilmember McShane Enactment No: ORD 2566 Upon motion by Councilmember Lutes, second by Councilmember De La Rosa, the City Council provided direction as to the preparation of a business tax to be submitted to Salinas voters for their approval at the November 2016 Election. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember Craig and Mayor Gunter Absent: 1- Councilmember McShane JOINT CITY COUNCIL AND SUCCESSOR AGENCY TO THE FORMER SALINAS REDEVELOPMENT AGENCY CONSENT ID#15-502 Recognized Obligation Payment Schedule for the Year Ending June 30, 2017 (ROPS 16-17) Upon motion by Councilmember Craig, second by Councilmember Lutes, the City Council adopted Successor Agency Resolution 32 approving the Recognized Obligation Payment Schedule for hte year ending June 30, 2017 (ROPS 16-17). The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember Craig and Mayor Gunter Absent: 1- Councilmember McShane Enactment No: SA 32 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Lutes reported that the SVSWA is considering relocating the transfer station or may opt with Alternative 7, elimination of the transfer station. Councilmember Castaneda requested a report outlining expenditures for outside legal counsel, pending litigation, updates on standard of services at public parks, sidewalk paving, lighting and infrastructure. Councilmember De La Rosa requested a presentation from Building Healthy Communities. Councilmember Barrera reported that he attended the Monterey Salinas Transit Taxi Authority, and reported that Uber will be doing business within the County. Councilmember Craig stated there is a seat available at the Monterey County Convention and Visitors Bureau (MCCVB) and recommended someone from the AgTech team consider serving on the Bureau. She stated MCCVB is based on Transient Occupancy Tax which pays for the City’s membership. Councilmember Craig appointing Stacy Wilson to the Library and Community Services Commission. Callihan, Public Works Director Gary Petersen, and Project Manager Don Reynolds to discuss the terms of payment for lease of properties located at 312 E. Alisal Street and 7 Murphy Street, Salinas. b. Labor Negotiations - Cal. Govt. Code §54957.6, with its designated labor representatives Ray Corpuz, City Manager; Christopher A. Callihan, City Attorney; Katherine Hogan, Senior Deputy City Attorney; Matt Pressey, Finance Director; Marina Horta-Gallegos, Senior Human Resources Analyst; Sylvia Enriquez, Human Resource Analyst; and Donna Williamson, Liebert Cassidy Whitmore, regarding labor relations with Police Officers Association and Police Management Association. CONSIDERATION ID#15-519 Updated City Charter proposed for voter adoption at the June 2016 Statewide Presidential Primary Election Recommendation: It is recommended that the Council provide direction to the City Attorney and outside counsel as to the draft language of an amended City Charter (Attachment A) to be submitted to Salinas voters for their approval at the June 2016 statewide presidential primary election.
