ID#15-545 FY 2015-2016 Mid-Year Budget Review and Budget Adjustments
Upon motion by Councilmember Lutes, second by Councilmember McShane, the
City Council accepted the mid-year FY 2015-16 budget review report; accepted
the Monthly Financial Report for December 2015; and adopted Resolution 20906
approving amendments to the FY 2015-16 operating and capital budgets for the
City of Salinas. The motion carried by the following vote:
Ayes: 5- Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane,
Councilmember Craig and Mayor Gunter

ID#15-543 Certification of Sufficiency of Initiative Petition: Initiative Regulating the
Possession, Use, Storage, Sale and Display of Fireworks
Upon motion by Councilmember Lutes, second by Councilmember De La Rosa,
the City Council approved Resolution 20907 accepting the City Clerk's Certificate
of Sufficiency of Initaitive Petition and directed staff to amend Resolution 20907
requesting that the Board of Supervisors of the County of Monterey consolidate
the election with the established Statewide Presidential Primary election to be
held on Tuesday, June 7, 2016, and direct the County Elections Department to
conduct the election on the City's behalf. The motion carried by the following
vote:

Councilmember McShane, Councilmember Craig and Mayor Gunter

Upon motion by Councilmember Lutes, second by Councilmember McShane, the
City Council adopted Resolution 20908 restating and revising the Administrative
procedures for the removal of unlawful campsite, bulky items, and personal
property. The motion carried by the following vote:

Upgrades to Airport T-52 Building; Project No. 9151; and authorizing the issuance
of invitation to re-bid, with bids to be opened on March 8, 2016. The motion
carried by the following vote:

Upon motion by Councilmember Craig, second by Councilmember McShane, the
City Council Resolution 20910 approving Amendment No. 1 to augment the
project contract by $421,388.65 for emergency repairs made to the City's sanitary
sewer system; approve an allocation of $422,000 in sanitary sewer funds from CIP
9742. The motion carried by the following vote:

ID#15-544 City/County Downtown Government Services Facilities Planning Agreement
Upon motion by Councilmember Craig, second by Councilmember McShane, the
City Council Resolution 20911 authorizing the Mayor to execute a Memorandum
of Understanding with the County of Monterey regarding mutual planning and
implementation of government services and facilities in downtown Salinas. The
motion carried by the following vote:
Ayes: 7- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa,
Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor
Gunter

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Lutes announced she will be making Commission reappointments to
ensure representation of District 6. She requested a meeting with Public Works to
discuss concerns surrounding Traffic Calming measures. Councilmember Lutes stated
that she attended the Salinas Valley Solid Waste Authority meeting and reported that
there are some critical issues that will be brought forth for future consideration regarding
the relocation of the transfer station.
Councilmember Castaneda appointed Wes White to the Airport Commission.
Councilmember McShane requested a list of the future presentation and agenda item
request. He announced upcoming community events.
Councilmember Craig requested the Legislative Committee consider election reform as it
relates to petition signature gatherer requirements in efforts to ensure voters are well
informed prior to signing petitions. She reported that the TAMC Adhoc Subcommittee
met and is recommending to the Board a 60%/40% transportation tax split. She added
that discussion continues as to how the formula will be calculated for local roads.
Councilmember Craig requested that the matter go to the Finance Subcommittee for final
discussion. In closing, Councilmember Craig requested the theater located in the 300

block of Main Street needs to be assessed for safety.
Mayor Gunter stated he attended the Youth Advisory Commission and recommended
they take on a number of projects in the City in efforts to engage youth in the
Community.
