CONSIDERATION ID#15-578 Charter Update Upon motion by Councilmember Barrera, second by Councilmember Lutes, the City Council adopted Resolution 20912 regarding the placement of an amended Charter on the June 2016 Statewide Presidential Primary Election Ballot. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor Gunter Noes: 1- Councilmember Castañeda Enactment No: RES 20913 ID#15-516 Amend Chapter 14 of Salinas City Code and the Revised and Restated Franchise Agreement for Solid Waste, Recyclables & Green Waste Collections Upon motion by Councilmember McShane, second by Councilmember De La Rosa, the City Council adopted Resoluton 20914 amending the Revised and Restated Solid Waste, Recyclables & Green Waste Collection Franchise Agreement with Republic Services; and adopted Ordinance 2567 amending Chapter 14 of the Salinas City Municipal Code related to mandatory recycling. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor Gunter Enactment No: RES 20915 ID#15-560 Job Order Contracting for Miscellaneous Street Maintenance Work Upon motion by Councilmember McShane, second by Councilmember Lutes, the City Council adopted Resolution 20919 awarding contract to Granite Construction and Granite Rock Company for the Job Order Contracting for Miscellaneous Street Maintenance Work, Contract No. 2015-JOB01-Class-A. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor Gunter Enactment No: RES 20916 . ID#15-564 High-Speed Broadband Project Upon motion by Councilmember McShane, second by Councilmember Castañeda, the City Council adopted Resolution 20917 authorizing application for a High-Speed Broadband Project through the California State Library, and approved participation in the 2015-16 Universal Service Program for Schools and Libraries at discounted internet e-rates. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor Gunter City of Salinas Page 3 City Council Meeting Minutes - Final February 23, 2016 Enactment No: RES 20917 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember De La Rosa requested support for the United Farmworker's March with in-kind services. She announced she attended the Salinas United Business Association retreat and stated they are in the process of establishing goals for the Association and new methods to support existing business. Councilmember De La Rosa requested a presentation from Monterey Regional Water Pollution Control Agency and a presentation from Go Kids, Inc. Councilmember Barrera commended the Fire Department and Community Development Director Megan Hunter for their public engagement. Councilmember Craig requested a presentation from the Police Activities League prior to the release of the Department of Justice report. Request was second by Councilmember Barrera. She requested the City consider a policy or measures to prevent drones from interfering with City process. Councilmember Craig requested staff consider legislation for signature gatherers to ensure accuracy in information from petitions being circulated. Councilmember Craig expressed support of the City’s law enforcement collaboration efforts with other law enforcement agencies. Councilmember Lutes reported that the CEQA process continues for the relocation of the solid waste transfer station. Councilmember Lutes removed Stephen Kennedy and Richard Fors from the Police Community Advisdory Committee and appointed John Tony Villegas and Karen Aruajo to the Police Community Advisory Comission; and appointed George Anzo to the Planning Commission. Councilmember Castaneda requested a report from the Police Chief on vehicle impounds as of the passage of AB60. He additionally requested staff look at lighting conditions a public parks and public places. Councilmember Castaneda announced upcoming events in the community. Councilmember Castaneda requested a future meeting in the Alisal area. Councilmember McShane requested the City Manager make the Bruhn building a priority to the City and economic development. Request was second by Councilmember Castaneda and Craig. Councilmember McShane announced upcoming events in the community. Councilmember McShane announced he will be traveling to Washington, DC on behalf of the City to the National League of Cities. Councilmember McShane appointed Dwight Metcalfe to the Police Community Advisory Committee. He further requested a presentation from the County of Monterey to give a presentation on the State of the County and matters of mutual interest with the City.
