CONSIDERATION ID#15-588 Loan Agreement with the Housing Authority of the County of Monterey for the Haciendas 3 Affordable Housing Development Upon motion by Councilmember Lutes, second by Councilmember McShane, the City Coouncil adopted Resolution 20918 authorizing the City Manager to enter into a loan agreement with the Housing Authority of the County of Monterey, with modified terms for deferred payment of development fees in the amount of $582,692, for the Haciendas 3 affordable housing development. Ayes: 7- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor Gunter ID#15-546 Old Municipal Swimming Pool Building Retrofit - Phase 1; Project No. 9535 Upon motion by Councilmember Castañeda, second by Councilmember Craig, the City Council adopted Resolution 20919 authorizing the allocation and transfer of funds in the amount of $241,000 from the General Fund to CIP No. 9535; approving award of contract to Premier Builders, Inc., for the Old Municipal Swimming Pool Building Retrofit - Phase 1; Project No. 9535 in the amount of $629,988.00 (Base Bid plus Additive Alternates 6 and 7); and authorizing the City Manager or Designee to award any additional Additive Alternates if additional funding becomes available. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor Gunter Enactment No: RES 20919 ID#15-580 PACE Program Update - Inclusion of California Home Finance Authority Upon motion by Councilmember Craig, second by Councilmember De La Rosa, the City Council adopted Resolution 20920 including City of Salinas in the California Home Finance Authority PACE Programs and Associate Membership in California Home Finance Authority. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor Gunter Enactment No: RES 20920 ID#15-582 License Agreement with Friends of the Salinas Public Library - 1 Station Place, Unit A (Freight Building) Upon motion by Councilmember Craig, second by Councilmember De La Rosa, the City Council adopted Resolution 20921 authorizing the City Manager to enter into a license agreement with the Friends of the Salinas Public Library to use an approximate 750 square foot portion of 1 Station Place, Unit A (Freight Building) for storage. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor Gunter Enactment No: RES 20922 ID#15-586 Transportation Agency of Monterey County (TAMC) proposed Sales Tax Investment Plan - Support Upon motion by Councilmember Craig, second by Councilmember McShane, the City Council adopted Resolution 20923 supporting the efforts of TAMC to place a sales tax measure on the November 2016 election ballot. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor Gunter Noes: 1- Councilmember Castañeda Enactment No: RES 20923 CLOSED SESSION Pursuant to Government Code Section 54957.1, there were no reportable actions on the following closed session items. Existing Litigation - Government Code Section 54956.9(a), conference with legal counsel regarding existing litigation, D'Minga Ferguson vs. City of Salinas, Monterey County Superior Court Case No. M132050. b. Labor Negotiations - Cal. Govt. Code §54957.6, with its designated labor representatives Ray Corpuz, City Manager; Christopher A. Callihan, City Attorney; Katherine Hogan, Senior Deputy City Attorney; Matt Pressey, Finance Director; Marina Horta-Gallegos, Senior Human Resources Analyst; Sylvia Enriquez, Human Resource Analyst; and Donna Williamson, Liebert Cassidy Whitmore, regarding labor relations with Police Officers Association and Police Management Association. City of Salinas Page 3 City Council Meeting Minutes - Final March 1, 2016 CONSIDERATION ID#15-591 Strategic Planning Session Update Receive Priority Survey update and provide direction to staff accordingly. COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Lutes reported there will be a Salinas Valley Solid Waste Authority meeting to discuss issues that will need to come before the City Council in the next few months. Councilmember Castaneda requested staff consider repairs of private roads. He additionally requested training for commission members in efforts to retain commissioners. He additionally requested staff also look at establishing a seniors commission and an arts commission. Councilmember McShane announced he will be traveling to the National League of Cities annual conference. Councilmember McShane requested the collaborate with neighborhood associations by providing support staff. He further announced upcoming community events in District 3. Councilmember McShane announced that the Salinas City Center Improvement Association is now active. Councilmember De La Rosa announced she participated in a three day retreat with Salinas United Business Association. She announced upcoming community events. Councilmember Barrera reported he participated in Salinas Valley Solid Waste Authority Strategic Planning Session where they identified six month and three year strategic priorities. Councilmember Craig reported that she has continued to meet with the County regarding the proposed Transportation Agency for Monterey County tax. Councilmember Craig requested a presentation from Police Activities League. She announced events she attended throughout the week and upcoming community events. Mayor Gunter announced events he attended throughout the week and upcoming events in the community.
