The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Castañeda, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor Gunter Enactment No: RES 20931 ID#15-617 Lease of 312 East Alisal Street and Property Exchange Agreement with the County of Monterey for the New Public Safety Facility Upon motion by Councilmember Craig, second by Councilmember McShane, the City Council adopted Resolution 20932 authorizing the City Manager to execute a lease with the County of Monterey for 312 East Alisal Street, and subsequent property exchange agreement whereby the County will convey title of County property at 312 East Alisal Street to the City to build a new public safety facility, and the City will convey to the County City property at 331 North Sanborn Road, for the future development of a County health clinic or similar County services facility, and support a finding that this exchange of properties is categorically exempt from environmental review under CEQA Guidelines Section 15332.The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor Gunter Noes: 1- Councilmember Castañeda City of Salinas Page 4 City Council Meeting Minutes - Final March 22, 2016 Enactment No: RES 20932 ID#15-618 Lease of 331 North Sanborn Road to the County of Monterey Upon motion by Councilmember Craig, second by Councilmember Lutes, the City Council adopted Resolution 20933 authorizing the City Manager to execute a lease with the County of Monterey for 331 North Sanborn Road for the future development of a County health clinic or similar County services facility. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane, Councilmember Craig and Mayor Gunter Noes: 1- Councilmember Castañeda Enactment No: RES 20933 ADMINISTRATIVE REPORT ID#15-600 Rebuilding the Salinas Fire Department Received and accepted Administrative Report. COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Lutes reported that she attended the Local Government Commission seminar in Yosemite, California where participated in a number of workshops focusing on sustainability, private partnership opportunities, housing, and sustainable water solutions. She added that she attended a session on Transformational Community Investment relating to cap and trade funding opportunities for the City. Councilmember Lutes requested a neighborhood meeting in Creekbridge. In closing, she reported that Salinas Valley Solid Waste Authority continues to work towards relocating the transfer station from Sun Street. Councilmember Castaneda requested a copy of the COPS/DOJ report and requested the matter come before the Council for discussion. He additionally requested a Council meeting take place in the Alisal. Councilmember Castaneda requested staff evaluate the hiring practices for public safety in efforts to gain diversity in the department reflective of the community. Councilmember McShane announced the upcoming Salinas Valley AgTech Summit and other events taking place in the community surrounding agriculture technology. Councilmember McShane reported that the Monterey Bay Unified Air Pollution Control District (MBUAPCD) is taking a more active role in the discussion surrounding cap and trade. He added that the MBUAPCD allocated $400,000 for credits offered to residents that purchase electric vehicles in efforts to reduce emissions. Councilmember McShane announced the application process for the Neighborhood Grants for beatification offered through the City. He provided a written summary highlighting the National League of Cities annual conference he attended. Councilmember De La Rosa stated that she attended a meeting at Casa De Madera with the residents and expressed concerns regarding street parking and lighting. She expressed concerns regarding placement of large political signage in residential areas. Councilmember Barrera requested staff identify green space for youth and families City of Salinas Page 5 City Council Meeting Minutes - Final March 22, 2016 designated for soccer fields and all types of outdoor activities. He reported that Monterey Salinas Transit is considering replacing their fleet with environmentally conscience vehicles. Councilmember Craig expressed concerns regarding manner in which information is being disseminated to the homeless community regarding the City’s plan for addressing the homeless issue. Councilmember Craig expressed concerns regarding the Transportation Agency for Monterey County’s (TAMC) Policy and Project Descriptions recommending that proposed tax revenue be disburse by TAMC directly to the cities. She added the that Monterey County Convention and Visitors Bureau is discussing the tourism improvement district and will be receiving a presentation from TAMC. Mayor Gunter requested staff forward the homeless plan that was presented to the County also be forwarded to the Councilmembers. Mayor Gunter with the consensus of the City Council requested the City maintain the warming shelter operational through the month of April. Mayor Gunter added that the City has continued dialogue with SVSWA in efforts to relocated the transfer station out of the city limits and requested the Council appointees represent the City’s best interest.
