GENERAL PUBLIC COMMENTS Received public comment. ADMINISTRATIVE REPORT ID#15-772 Animal Control Services Feasibility Study Received report from Cynthia Burnham, Police Services Administrator and Management Partners, Cathy Standiford, Partner, which is on file in the City Clerk’s Office as the official record. Management Partners recommends full consolidation through a Joint Powers Authority Agreement and short term ground work to include shared veterinary services, shared Koefran refrigeration, consolidation of animal management database and alignment of fees for services and animal services codes. The following audience members commented on the report: Maureen Wruck Angelita Partido Al Espindola Eric Petersen Upon motion by Councilmember Lutes, second by Councilmember De La Rosa, Resolution 20985 authorizing the City Manager to sign a system purchase agreement with TriTech Software Systems, a California Corporation, for the purchase of a police records management system for the Salinas Police Department; and authorize the City's Information Technology and Police Departments to purchase the necessary peripheral hardware, equipment, software, and third party services needed to meet the functional requirements for the records management system was approved. Upon motion by Councilmember Castañeda, second by Councilmember McShane, Ordinance 2573 amending Chapter XI of the City Code to include a tax savings program for designated historic properties, and make other minor ordinance changes; and Resolution 20986 implementing a tax savings program for designated historic properties consistent with the above ordinance amendment were adopted. ID#15-745 Purchase of Animal Control and Community Services Officer Vehicles Upon motion by Councilmember McShane, seconded by Councilmember Lutes, City of Salinas Page 3 City Council Meeting Minutes - Final June 28, 2016 Resolution 20989 authorizing the direct purchase of one 2017 Ford F-250 truck and three 2017 Ford Escape Sport Utility vehicles from Salinas Valley Ford Trucks was approved. The motion carried by the following vote: Ayes: 5- Councilmember Barrera, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane and Mayor Gunter Noes: 1- Councilmember Castañeda Absent: 1- Councilmember Craig Enactment No: RES 20990 ID#15-767 Salinas Municipal Airport Schedule of Rates and Fees Upon motion by Councilmember McShane, second by Councilmember Lutes, Resolution 20991 approving a revised schedule of Rates and Fees for the Salinas Municipal Airport was approved. The motion carried by the following vote: Ayes: 5- Councilmember Barrera, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane and Mayor Gunter Noes: 1- Councilmember Castañeda Absent: 1- Councilmember Craig Enactment No: RES 20991 ID#15-773 Request for a Variation to the Street Improvement (1428 Abbott Street) Upon motion by Councilmember McShane, second by Councilmember De La Rosa, Resolution 20992 approving a variation to the street improvement policies in Resolution No. 12963 as referenced in the Engineer's Report, Appendix C, of the Salinas Ag-Industrial Center Specific Plan for 1428 Abbott Street to: A) Temporarily waive requirements for street improvements off Dayton Street and Street "B" (Garrett Street) until future development requires these improvements to be constructed; and B) Allow Uni-Kool Partners to bond for required street improvements to Harris Road was approved. The motion carried by the following vote: Ayes: 5- Councilmember Barrera, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane and Mayor Gunter City of Salinas Page 4 City Council Meeting Minutes - Final June 28, 2016 Noes: 1- Councilmember Castañeda Absent: 1- Councilmember Craig COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Lutes reported she attended the Airport Land Use Commission as the Mayor’s proxy and there were questions about the Airport Masterplan and asked the City to maintain contact with the Commission when updating the General Plan and to consider noise decibels when constructing schools near airports. Councilmember Castaneda requested a report regarding fire hydrants on Freedom Parkway and Nogal Drive. Councilmember Castaneda requested the City Council agenda item recommended actions include all associated costs. Councilmember McShane reported that he attended the Santa Lucia Rotary and the Los Olivos/Riker Neighborhood Association annual celebrations. He additionally reported he hosted an Arts Summit community meeting and shared his notes highlighting the meeting with the Council. Councilmember McShane commended the neighborhood grants process and the improvement taking place at numerous city parks. Councilmember McShane reported he attended the Subcommittee on Commissions, Board and Committees and stated there will be a report coming forward for Council consideration. He requested an update on the City of Salinas Brochure. Councilmember De La Rosa reported she hosted a traffic calming meeting for residents from Rosarita Drive and Bernal Drive. Councilmember De La Rosa announced she will host another meeting on July 6, 2016 at Laurel Heights regarding traffic calming. Councilmember Barrera commended Sr. Deputy City Attorney Anais Aquino for her help with abating a property at 47 Oregon Street. He reported that there is an increased use of Closter Park by the residents due to the improvements to the park. Councilmember Barrera further announced he attended the Tenant Appreciation Day at the Airport and the Urban Greening Workshop. Councilmember Barrera stated he is working with the City Manager on acquiring a parcel of land within the city for a future pocket park. In closing, he announced that all the recreation centers are proving summer lunches for youth throughout the summer. Mayor Gunter reported he attended the PAL Jr. Giants opening day, LACO, MCCVB, FORA and SVSWA. CLOSED SESSION The City Council will recess to closed session at 6:20 p.m. pursuant to: ID#15-765 a.
