PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may
further limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.

Recommendation: Approve Resolutions authorizing issuance of bonds and bond documents.
PUBLIC HEARING
ID#15-780 Annual Levy of Assessments for: 1) Airport Business Center Landscape
Maintenance District; 2) North/East Area Maintenance District; 3) Harden
Ranch Maintenance district; 4) Vista Nueva Maintenance District; 5) Mira
Monte Maintenance District, and; 6) Monte Bella Maintenance District.
Recommendation: Approve twelve Resolutions approving the engineer's reports and levying of annual
assessments for the landscape maintenance assessment districts.

ID#15-790 June 7, 2016 Special Municipal Election Canvass and Repeal of Fireworks
Social Host Ordinance
Recommendation: Approve a Resolution declaring the results of the June 7, 2016 election and adopt the
Ordinance establishing Measure B, Salinas Charter Amendment, and Measure C, "Safe
and Sane" Fireworks Initiative; and introduce an ordinance repealing social host
ordinance related to illegal fireworks enforcement.
ID#15-786 Alisal Community Vibrancy Plan
Recommendation: Approve a resolution authorizing the City Manager and City Attorney to enter into an
agreement for professional services (the "Agreement") with Raimi +Associates, Inc
(Raimi) to prepare a community vibrancy plan for the Alisal/East Salinas neighborhoods
for an amount not to exceed $400,000.
ID#15-774 Cannabis Business Tax
Recommendation: Approve a Resolution calling an election to ask the voters of Salinas to approve a
business tax on commercial cannabis businesses and consolidating the election with
the established general election to be held on November 8, 2016.

ID#15-690 Electric Vehicle (EV) Replacement Incentive Program Grant
Recommendation: Approve a Resolution accepting the grant and ratify the agreement with the Monterey
Bay Unified Air Pollution Control District (MBUAPCD) to replace a city vehicle with an
electrical vehicle and authorize the direct purchase of one 2016 Nissan Leaf from State
Vehicle Contracts.

Recommendation: Approve Resolution approving plans and specifications for the Fremont/El Sausal Safe
Routes to School Project No. 9135; Via Salinas Valley: Pathways to Health Through
Active Transportation Project No. ATPL-6143(064); and authorize issuance of invitation
to bid, with bids to be opened on August 16, 2016.
ID#15-744 El Dorado Bioretention Project - Project No. 9670
Recommendation: Approve a Resolution approving award of contract to Anderson Pacific Engineering
Construction, Inc. for the El Dorado Park Bioretention Project - Project No. 9670, in the
amount of $416,923.
ID#15-766 Transmittal of FY 2016-17 Assessment and Maintenance District Levies to
the Monterey County Tax Collector

Recommendation: Approve a Resolution transmitting the annual levies to Monterey County for the
collection of the City's assessment and property related fees and charges and agreeing
to indemnify and defend Monterey County with respect to challenges to the levy and
collection of the assessments on the City's behalf.
ID#15-779 Board of State and Community Corrections Strengthening Law
Enforcement and Community Relations Grant Award
Recommendation: Approve a Resolution authorizing the acceptance of grant funding from the Board of
State and Community Corrections Strengthening Law Enforcement and Community
Relations to build trust and legitimacy and expand the efforts of community
engagement in the amount of $850,000.
ID#15-783 FY 2016-17 State of California Emergency Solutions Grant (ESG)
Recommendation: Approve a Resolution approving applications for FY 2016-17 State of California
Emergency Solutions Grant (ESG) Non-Entitlement Program for San Benito and
Monterey Counties and submittal of applications to the State for Funding, and
approving the renewal of the annual contract with City Data Services.
ID#15-787 David And Lucile Packard Foundation Grant Award
Recommendation: Approve resolution accepting a grant award in the amount of $61,000 from the David
and Lucile Packard Foundation to implement an after school homework center at the
Los Padres Elementary School designed and developed by the Salinas Public Library.
ID#15-788 Granicus, Inc. Services Agreement
Recommendation: Approve a Resolution authorizing the City Manager to enter into a professional services
agreement between Granicus, Inc. and the City, in the amount of $102,370.60 for a
period of three years, to provide streaming media solutions and legislative agenda
management.
ID#15-791 Sanborn Road And John Street Traffic Signal Upgrade; Project No. 9067
Recommendation: Approve a Resolution accepting Sanborn Road and John Street Traffic Signal Upgrade
Project for maintenance and responsibility.
ID#15-794 Rotunda Video Recording Room Technology Improvements
Recommendation: Approve a Resolution approving the direct purchase and installation of Broadcast/Video
Equipment from Media Systems Group, in the amount of $22,065.08; and Omega
Broadcast Group for an amount not to exceed $40,000.00, along with associated
equipment and cabling for presentation broadcasting and recording improvements.
