Rosa, the City Council authorized the Mayor to submit a letter on behalf of the
City of Salinas in response to the Monterey County Civil Grand Jury's Final Report
titled "Housing Homeless Women." The motion carried by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Craig reported she will be participating in a tour of the Salinas Animal
Shelter and the Monterey County Shelter as the City considers a JPA between the City
and County for animal services. She requested a meeting in District 5 to address the
traffic calming measures to be held on August 31, 2016.
Councilmember Barrera reported that he attended the new police officer swearing in, and
stated he is pleased to see local hires. Councilmember Barrera commended the former
Park and Recreation Commissioners for their efforts in the development of the dog park.
Councilmember De La Rosa announced upcoming community events and encouraged
the public, Council and staff to attend.
Councilmember McShane announced the Salinas Valley Food and Wine Festival was a
success. He reported he met with the Salinas Valley Tourism and Visitors Bureau and
acknowledged the efforts of the City Manager and Councilmember Craig to improve the
tourism efforts collaboratively. Councilmember McShane requested that staff amend the
City Code to classify craft ale the same as wine in efforts to allow for tasting rooms.
Request was second by Councilmember Craig. He announced an upcoming
neighborhood meeting at Mission Park and that Strategic Growth Council will be in
Salinas on Thursday, August 18, 2016.
Councilmember Castaneda stated he attended the fracking meeting hosted by
Councilmember McShane. Councilmember Castaneda requested a plan of action from
the Chief of Police to increase the safety of the city. Councilmember Castaneda also
requested a joint meeting with the County Board of Supervisors. He expressed concerns
regarding the citations issued to the homeless and requested a report on the result of the
citations.
Councilmember Lutes requested a joint community meeting with District 4 in the Alvin
Drive area to consider the road dieting. Councilmember Lutes requested No Parking
signage pertaining to commercial vehicles parking in residential districts. Councilmember
Lutes requested a policy for expediting sidewalk repairs in front of areas where seniors or
persons with disabilities reside. Councilmember Lutes requested staff address the
homeless encampment in the City. Councilmember Lutes conditionally appointed
Yolanda Hayes to the Police Community Advisory Committee replacing John Tony
Villegas.

Councilmember De La Rosa appointed Melissa Sesma to the Police Community Advisory
Committee.
Mayor Gunter appointed Councilmember Craig to the Monterey County Convention and
Visitors Bureau. He additionally appointed Council member Craig to the City/County
Animal Services Advisory Committee; Mayor Gunter will also serve on the Committee.
Mayor Gunter stated he requested the Board of Supervisors conduct a financial impact
on the fracking issue.
