Councilmember Castaneda. Motion failed by a 3:4 vote. AYES: Councilmembers:

and Mayor Gunter.
Upon motion by Councilmember Barrera, second by Councilmember De La Rosa,
Resolution 21041 authorizing the City Manager and City Attorney to enter into an
agreement for professional services with Anderson Brule Architects, Inc. in an
amount not to exceed $396,212 to plan for improvements to the El Gabilan
Branch Library was approved. The motion carried by the following vote:

Department of Homeland Security Assistance to Firefighters (AFG) grant; and
authorize the purchase of 14 Bullard T4X Thermal Imaging Cameras from LN
Curtis and Sons, Inc. for $109,118.45 was approved. The motion carried by the

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Barrera reported that Monterey Salinas Transit (MST) received $8 million
in funding to provide two electric buses to the Alisal Area.
Councilmember De La Rosa requested MST consider replacing the shelters on Laurel
Extension and Saint Edwards. She announced she had a successful District 4 Clean-Up
in the Rossi/Rico area.
Councilmember Craig reported she hosted a Community Meeting on traffic calming in
District 6 and noted there are a number traffic related of issues due to residential high
density areas and special events parking. She added that Public Works is in the process
of preparing a 90-day plan to address the traffic needs in the area. Councilmember Craig
announced there are significant improvements at Northridge Mall that are scheduled for
completion before the holidays. Councilmember Craig reported that Northridge Mall and
Harden Ranch partnered in the installation of streetlight banners to promote the shopping
center.
Councilmember McShane announced he will be hosting the annual LORNA BBQ at his
home where they will be discussing residential safety. Councilmember McShane
announced he is visiting the Sister City Soke, Turkey, a no expense trip to the City with a
focus on Ag Technology. He announced that the Association of Monterey Bay Area
Governments is having a meeting and will provide an opportunity to the member cities to
engage in dialogue surrounding job growth and population growth. Councilmember
McShane requested a copy of the letter or explanation as to why Mr. Wes White was
disqualified as a candidate for District 4. Request was second by Councilmember
Castaneda. Councilmember McShane requested the city engage in the dialogue

regarding MST’s extended service facilities. He further recommended the Fire Department
consider surplus emergency vehicles be donated to Mexico as he would like to continue
to support those efforts.
Councilmember Castaneda requested the City open the warming shelter immediately in
efforts to assist with the homeless population. He additionally requested the Collaborative
Reform Report be translated and made available to the Spanish speaking community.
Councilmember Castaneda requested a copy of the letter or an explanation as to why Mr.
Wes White was disqualified as a candidate for District 4. Councilmember Castaneda
expressed concerns regarding the disqualification of his conditional appointments to the
Police Community Advisory Committee. Councilmember Castaneda reported AB 1066
passed and addresses overtime pay for frameworks. As such, he requested the Council
consider a local policy that can consider “city tax credits” to the farm working community.
Councilmember Lutes announced she attended the volunteer recognition event and
commended the Mayor and the City for revitalizing the commissions, boards, and
committees. Councilmember Lutes requested clarification regarding the MST funding for
public service facilities and stated Salinas should be able to leverage funding for the City
based on ridership credit. Request second by Councilmember McShane. Councilmember
Lutes reported that on Constitution Blvd., behind the new apartment construction,
residents would like lighting installed as there has been a lot of vandalism in the area. In
closing, she stated that she is looking forward to attending the National Association for
Civilian Oversight of Law Enforcement conference in New Mexico.
Mayor Gunter commended the Library and Community Services Division and Ana Ambriz
for a successful Volunteer event. Mayor Gunter clarified that effective immediately and in
accordance with the City Charter amendments, there will no longer be an appointed Mayor
Pro Tem. In the absence of the Mayor, the Council will need to elect a Mayor Pro Tem to
conduct the meeting. He announced he will be attending a meeting with the City Manager
to discuss the “Lead Me Home Plan.” He announced the County of Monterey will take the
lead on opening and operating a warming shelter which is slated to open in the next two
months.
