The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Castañeda, Councilmember Craig, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane and Mayor Gunter Enactment No: RES 21073 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Craig reported that she will be hosting three community meetings in District 5 and announced that Republic Services, in collaboration with the City, is hosting a city-wide cleanup at various locations on October 22, 2016. She announced upcoming events taking place in November such as a District 5 cleanup and the grand re-opening City of Salinas Page 4 City Council Meeting Minutes - Final October 18, 2016 of JC Penney’s. She reported she will be attending a follow-up meeting with the City/County Animal Services Committee to consider consolidation of the two shelters. Councilmember Barrera requested a report from the City Manager regarding the ADA upgrades that are being requested by Ms. Estrada for the Train Station. He additionally requested a follow-up report regarding the N. First Street matter received from Mr. Ron Waddy during public comment. Councilmember Barrera requested Public Works consider repairs at Monte Bella Park. Councilmember De La Rosa reported she attended numerous events including a town hall meeting hosted by Sun Street Centers, the Hebbron Family Center Fall Harvest Festival, and a ceremonial agreement signing with Monterey Regional Water Pollution Control Agency in efforts to provide potable water. Councilmember De La Rosa reported that businesses in the Alisal area expressed concerns regarding Ciclovia as it affects the businesses in the Salinas United Business Association district. Councilmember Lutes requested new street striping on Natividad Road and Calaveras Drive. She expressed concerns regarding the inadequate traffic control and signals on Bronoda Road and El Dorado Drive. Councilmember Lutes requested an update on the homeless ordinance. Request was second by Councilmember De La Rosa. She reported that she met with Jill Allen regarding the Service Center on E. Lake Street and Ms. Allen expressed concerns regarding the lack of funding to complete the project. Councilmember Lutes announced that she will be attending an upcoming Salinas Valley Solid Waste Authority meeting. Councilmember Castaneda requested an update on the Monte Bella Assessment funds for park maintenance. He requested a presentation from Measure Z, a traffic and safety plan from the Police Department and Public Works, and an expenditure report for all consultants paid for by the city. Councilmember Castaneda expressed concerns regarding the Notice of Violation that is being issued by Code Enforcement and the timeframe that is allotted to correct the violations. Councilmember Castaneda also requested the city work with the Salinas United Business Association and Ciclovia on a compromise for future events. Councilmember Castaneda requested a follow-up report on the homeless ordinance. Councilmember McShane announced upcoming meetings and events which included the Mayoral debate, LORNA holiday home decorating contest, Planning Commission meeting and the electric vehicle test drive community meeting. He requested a meeting or response regarding ADA upgrades that are being requested by Ms. Estrada for the Train Station. Councilmember McShane provided a written report highlighting his trip to Soke, Turkey. Mayor Gunter reported that he attended the Robert Mondovi Institute of Food and Wine where they awarded the City of Salinas for its efforts surrounding agriculture technology. Mayor Gunter reported that he attended the Fort Ord Reuse Authority where they discussed the east bypass road in efforts to avoid major traffic impacts on HWY 68. He announced upcoming events that included Gil’s Basketball Academy Celebration, Hartnell Community College Awards, and the NAACP Awards Breakfast. Mayor Gunter reported that he attended the League of California Cities Annual Conference where they discussed the homeless ordinance and noted that the City is leading in addressing homelessness throughout the state. Mayor Gunter requested the Police Department and the California State Department of Alcoholic Beverage Control increase enforcement at Buffalo Wild Wings and other restaurants in the area in efforts to reduce violence at family establishments.
