The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember De La Rosa, Councilmember Lutes, Councilmember McShane and Mayor Gunter Noes: 1- Councilmember Castañeda Enactment No: RES 21081 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Craig commended the City Manager and Economic Development Manager for seeking to maximize tourism exposure. She added that as a result of those City of Salinas Page 4 City Council Meeting Minutes - Final November 15, 2016 efforts, the Monterey County Convention and Visitors Bureau (MCCVB) unanimously voted to take over City’s contract with Destination Salinas (Salinas 411). Councilmember Craig reported that the Transportation Agency for Monterey County (TAMC) approved a Memorandum of Understanding between the City and TAMC in efforts to move the Intermodal Transportation Center (ITC) project forward. She reported that TAMC will be conducting a comprehensive study on the use and placement of Emergency Call Boxes. Councilmember Craig reported that as the City’s representative on TAMC, she will continue the dialogue with TAMC regarding their priorities, Measure X funding and will request that the ITC is listed among the top priorities. She reported that the Rail Policy Committee is experiencing difficulties in getting the Capital Corridor to commit the extension to the City but will continue to look at alternatives such as CalTrain and ETA. She reported she will be attending a meeting of the joint City/County Animal Shelter Committee. Councilmember Barrera announced events happening in the community such as the Monterey Salinas Transit job fair and the 11th annual food drive at Alisal High School benefiting the Monterey County Food Bank. Additionally, he commended the Alisal Union School District and students for their academic achievements. Councilmember Barrera announced he will be traveling during the holidays and Mayor Gunter will serve as the alternate member at the Salinas Valley Solid Waste Authority meeting. Councilmember De La Rosa reported that she attended the Dream Academy Youth Empowerment march and rally. She added that on Thursday, November 17, 2016 there will be a ribbon cutting ceremony for the new Dai-Ichi Village located on Rossi Street. Councilmember De La Rosa invited the community to attend a Traffic Calming meeting taking place at the Hebbron Family Center on Thursday, November 17, 2016 at 6 p.m. Councilmember Lutes reported that she will be attending the Salinas Valley Solid Waste Authority meeting. She requested Public Works assess the street lighting along Constitution Blvd. Councilmember Lutes added that she has been receiving numerous calls from residents expressing concerns regarding the maintenance and upkeep of the dog park. She added that she attended the Dream Academy Youth Empowerment march and rally and was a positive experience for all in attendance. Councilmember Castaneda expressed concerns regarding the results of the presidential election and the impacts it may have on the Latino population in the community. Councilmember Castaneda requested an update on the Police Community Advisory Committee appointment of Wes White and Jose Castillo. Councilmember McShane reported he is working with the City Attorney and the Chamber of Commerce on an arts ordinance that will come forward for Council consideration. He added that there are forums for expressing concerns regarding the Presidential Election results and encouraged the community to get involved. Councilmember McShane requested a presentation from the Friends of Laguna Seca and a presentation regarding Urban Canopy. Request was second by Councilmember Castaneda. Councilmember McShane shared the Ten Point Plan for the Salinas City Center Improvement Association. Mayor Gunter announced that he attended the Marine Corp Ball and the Veterans Day Parade and were both successful events. Mayor Gunter stated he will be attending the Fort Ord Reuse Authority meeting and server as an alternate member for Councilmember Barrera on SVSWA on Friday, November 18, 2016.
