GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.
PUBLIC HEARING
ID#15-989 Monte Bella Community Facilities District (CFD) Formation Public
Hearing
Recommendation: Approve a Resolution establishing Community Facilities District No. 2016-1 (Monte
Bella) and Improvement Area Nos. 1, 2 and 3 therein, authorizing the levy of special
taxes and calling an election therein; and approve a Resolution determining the
necessity to incur bonded indebtedness within the Community Facilities District and
Improvement Area Nos. 1, 2, and 3 therein and calling Elections therein; and approve a
Resolution certifying the results of the November 29, 2016 Special Tax and Bond
election, and adopt an Ordinance authorizing the levy of a special tax within the
Community Facilities District and Improvement Area Nos. 1, 2, and 3 therein.
CONSIDERATION
ID#15-977 Chinatown Revitalization Plan Professional Services Agreement
Recommendation: Approve a Resolution authorizing a professional services agreement in an amount not
to exceed $212,920.00 between the City of Salinas and MIG Inc. for the preparation of
the Chinatown Revitalization Plan.

Enforcement and Community Relations Program
Recommendation: Rescind Resolution 21015 and approve Resolution accepting grant funding from Board
of State and Community Corrections Strengthening Law Enforcement and Community
Relations Program.
ID#15-974 Downtown Complete Streets Project Design
Recommendation: Approve a Resolution authorizing a Task Order for Kimley-Horn, transportation
consultants, for design of the Downtown Complete Streets Project Phase 1, CIP No.
9090, including preparation of plans, specifications and estimate in the amount of
$210,900.00.
ID#15-983 Justice Assistance Grant (Local JAG Formula 2016)
Recommendation: Rescind Resolution 21020 and approve Resolution authorizing submittal of a Justice
Assistance Grant application and execution of a Memorandum of Understanding
related to the funding for the Justice Assistance Grant.
ID#15-985 Old Municipal Swimming Pool Building Retrofit - Phase 1; Project No.
9535
Recommendation: Approve a Resolution authorizing the allocation and transfer of funds in the amount of
$280,000 from the Community Development Block Grant Funds to CIP No. 9535; and
authorizing the City Manager or Designee to issue the necessary Contract Change
Order(s) for this project.
ID#15-986 Surplus Vehicles and Equipment for Disposal
Recommendation: Approve a Resolution declaring the listed items surplus and authorize their disposal by
the Purchasing Officer.
ID#15-987 Relinquishment of Portions of Highway 183
Recommendation: Approve a Resolution initiating a dialogue between Caltrans and the City of Salinas for
the relinquishment of portions of Highway 183 through the City.
