ID#17-206 Salinas Valley Recycles FY 2017-2018 Budget Report
Received report from Patrick Mathews, Salinas Valley Recycles (SVR) Executive
Director, highlighting SVR FY 2017-18 operating budget of $18,360,000. SVR is
proposing an operating budget increase of 3.5% ($572,000) to cover payroll increases,
new C&D driver, new diversion worker, debt services and other increases. It is anticipated
SVR will generate a total of $619,150 (3.5%) revenue as a result of increased solid waste
tonnage, AB 939 program funding, and franchise transportation surcharge. Mr. Mathews
added SVR's FY 2017-18 rate adjustment for Salinas request is 1.7%-2.4% respectively.

the Public Safety Center; and Resolution 21151 selecting Griffin/Swinerton as the
development team and authorize the City Manager to execute a
pre-development agreement with this team were approved. The motion carried

Urban Forestry Worker II position to a Senior Urban Forestry Worker was
approved. The motion carried by the following vote:

Upon motion by Councilmember Craig, second by Councilmember McShane,
Resolution 21158 authorizing the City Manager, Finance Director, or Director of
Public Works to execute and file the application for obtaining federal financial
assistance with the California Governor’s Office of Emergency Services (Cal OES)
on behalf of the City of Salinas was approved. The motion carried by the
following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis announced Salinas United 2017 will take place on April 22, 2017
at Natividad Creek Park and the grand opening of the El Mercado on April 26, 2017 at the
Salinas Sports Complex.
Councilmember Barrera announced the Memorial Day event taking place on Monday, May
29, 2017 at 11 a.m. Councilmember Barrera requested "funded by Measure V" signs
placed at the construction site of the new Public Safety Center when the construction
begins.

Councilmember De La Rosa commended the Library and Community Services
department and service providers for their participation at the District 4 Clean-up.
Councilmember Craig reported she will be attending a number of regional board and
committee meetings in the next few days and will provide a report on May 2, 2017.
Councilmember Craig wished Mayor Gunter a Happy Birthday.
Councilmember Villegas commended the Veterans Affairs system for the excellent
service afforded to him as a result of his leg injury.
Councilmember McShane reported the immigration forum held on April 17, 2017 was a
success. He reaffirmed the community that the education, outreach, and the hard work of
the Council in hosting community meetings has served as a healing process for the
community. Councilmember McShane shared noted from the AgTech Summit and stated
there was more than 700 people in attendance. He announced Earth Day is on April 22
and the City's history project community meeting will take place on April 30 at 2 p.m in
the Rotunda.
Mayor Gunter announced he attended the Western Growers Center for Innovation event, a
dance festival at Monterey Peninsula College and DigitalNEST's grand opening.
