Upon motion by Councilmember McShane, second by Councilmember Craig, Resolution 21143 authorizing the City Manager to sign a new Memorandum of Understanding (MOU) between the City of Salinas and the Salinas Police Managers’ Association for a three-year term through December 31, 2018 was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21144 ADMINISTRATIVE REPORT ID#17-180 DCI Progress Report: Salinas National Marketing Campaign City of Salinas Page 3 City Council Meeting Minutes - Final April 4, 2017 Received report from Development Counsellors International Rachel Deloffre and Julie Curtin, highlighting Salinas National Marketing Campaign. The firm has been in business for 56 years and represents over 450 cities, states, region and counties that assist in marketing for economic development and tourism attraction. The City of Salinas' program goals include: elevating Salinas' profile at a national and regional level; positioning Salinas as a global ag-tech hub; help correct the misconceptions about the City; and assist in in bringing new business to the city by building relationships with site selectors. Ms. Deloffre reported that as a result of the City's participation in the media tour in San Francisco, the city had an opportunity to share its work around agtech with national media and other prominent regional and international media entities. She added that City officials had an opportunity to meet with CNBC, which also resulted in positive coverage for Salinas in eMSN Money, Yahoo Finance, and CNBC. Additional inbound press visits included CBCnewsworld and CGTN America targeting international business. Ms. Curtin added that the city has reached out to approximately 24 site selectors resulting in $1.2 billion reached messages, $5 million dollars in advertising equivalency; 3 industry awards for program results and invitation to numerous speaking engagements. The City has received an 11 to 1 return on investment for compared to the average return on investment of 5 to 1. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21150 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Davis announced the Salinas United 2017 event on April 22 at Natividad Creek Park. He requested legal counsel review the procedure for placing items on the agenda. Request was second by Councilmember McShane. Councilmember Davis additionally requested and amendment to the policy regarding the “buddy system”. Councilmember Barrera reported that he held a successful District 2 clean up and thanked all in attendance. He further announced the DigitalNEST grand opening taking place on April 11 at the Cesar Chavez Library at 6 p.m. Councilmember Barrera requested staff consider revisiting the Youth Commission or establishing an alternative to the youth commission. Request was second by Councilmember Davis and De La Rosa. Councilmember De La Rosa requested staff revisit the youth commission or a youth academy as an alternative. She announced the following community events: Chinatown Revitalization Plan meeting on April 5 at 6 p.m.; District 4 clean up on April 8 at the Hebbron Family Center; Salinas United 2017 on April 22; and DigitalNEST's grand opening on April 11. Councilmember Craig reported she attended an Executive Board Transportation Agency City of Salinas Page 6 City Council Meeting Minutes - Final April 4, 2017 for Monterey County (TAMC) meeting where they discussed Measure X funding. She added that the Board voted in favor of a Resolution of Necessity for the Intermodal Transportation Center and is moving forward with the process for eminent domain. Councilmember Craig announced that Mary Hill, Police Community Advisory Committee (PCAC) member resigned from the committee and added that she will not fill the vacancy until the City Council takes action on the composition PCAC and bylaws. Councilmember Craig reported that the ballots for the traffic calming measure on Iris Drive were mailed. In closing, she requested an update on the City Charter, City Council responsibilities and a status update on the agreement with the California Welcome Center. Councilmember Villegas requested the sanctuary city resolution come back to council for consideration. Councilmember McShane announced the following events: AgTech Summit taking place on April 12, Immigration Forum on April 17 from 6-8 p.m. in the Rotunda, Sustainable Community Forum on April 13; and the 149th birthday of Salinas “Founders Day” on Saturday April 8. Councilmember McShane requested staff evaluate EMS fees specifically how they works and how they are administered. Request was second by Councilmember Davis. He requested the Council reconsider establishing the Youth Commission, a presentation from Western Growers Center for Innovation, and requested legal counsel revisit the policy for placing items on the agenda. Councilmember McShane recommended the City Manager consider a retreat for the Council to address best practices. Mayor Gunter announced Victims’ Rights Day is April 7 and reported that he attended the NAACP dinner where they honored Salinas’ residents. He added that he met with the Alisal School District to discuss the status of the Buckhorn property. Mayor Gunter stated he also attended the premier of a youth based movie at Maya Theatre hosted by CASP, the Young Innovators tech based event, and met with Ana Caballero to discuss future legislative items. Mayor Gunter announced that he will work with the staff to schedule a meeting of the Committee on Commissions, Boards, and Committees to discuss the items requested by Council.
