PRESENTATION ID#17-302 Monterey Regional Water Pollution Control Agency - Proposed Rate Increase Report Executive Director Paul Sciuto provided his report highlighting the Monterey Regional Water Pollution Control Agency’s (MRWPCA) proposed rate increase. MRWPCA has not conducted a rate increase in over three years and in some cases since 1993. The Agency released a Request for Proposals and selected Bottle Wells to conduct the rate study. The study identified a demand of $10 million dollars per year in capital needs where the Agency is currently generating only $3.9 million annually. There has been an increase in maintenance cost due to aging facilities and a low reserve fund compared to industry standards. Capital expenditures for FY 2017/18 are anticipated to reach $5 million dollars. Mr. Sciuto stated that through the Prop 218 process, the Agency could potentially generate a 10% increase over a three-year period respectively. It is estimated that the Pure Water facility could generate an estimated $6 million dollar revenue per year segmented from MRWPCA’s work. GENERAL PUBLIC COMMENTS Received public comment. Action in San Jose, CA for the approximate cost of $40,800 for adoption as the department-issued handgun was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21199 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Davis reported that he, Councilmember Barrera and Supervisor Alejo are working on the Regional Soccer Complex project, which is scheduled for action at the Board of Supervisors meeting on June 13, 2017. Councilmember Barrera requested a follow-up report on the H2A workers and the housing issues surrounding H2A workers. Additionally, he requested an update on the warming shelter and recommended the City assist Mr. Wes White with the permitting process. He reported that Monterey Salinas Transit partnered with Collaborative Human Services to provide counseling services and support to runaway youth. Councilmember De La Rosa requested a Housing Subcommittee meeting to discuss the H2A housing issues. She added that she will be attending a meeting with County administrators visit a potential site for a warming shelter at Laurel Drive and Natividad Road. Additionally, she reported that she will be attending the Downtown Community Board and will request information on the Women Alive shelter. Councilmember Craig reported that she will be attending Transportation Agency for Monterey County Executive Committee meeting to discuss the new state legislative lobbyist contract. She reported that she attended the Police Community Advisory Committee Meeting where they held a memoriam in honor of Mary Hill. Councilmember Craig reported that the Monterey County Convention and Visitors Bureau is working with the Monterey Regional Airport on an investment opportunity that can provide direct service flights to Dallas, Texas. Councilmember Villegas recognized various youth organizations in the community for their effort in providing summer activities for youth. Councilmember McShane reported that he attended an event at Maya Cinema where they City of Salinas Page 7 City Council Meeting Minutes - Unofficial June 6, 2017 awarded $10,000 in scholarships. He additionally reported that Monterey Bay Community Power is moving forward the search for an Executive Director. Councilmember McShane reported that he attended a planning meeting to organize Founders Day and attended the California Cultural District Designation meeting. He requested staff provide an update on the H2A housing ordinance, expressed concerns regarding the lack of outreach and enforcement budget for the 4th of July holiday, and reported he met with the City Manager to discuss managing constituent issues via the digital age. Mayor Gunter reported that he attended the Memorial Day event at the Defense Language Institute and the Veterans Memorial Park ceremonies. He stated that he is aware of the e-mail sent to Council regarding the 4th of July fireworks enforcement and requested the fireworks providers engage in fireworks safety education and outreach. Mayor Gunter recommended Councilmembers McShane and Barrera reach out to the school district to discuss the school resource officers matter. Mayor Gunter announced there will be a Subcommittee of the Council on June 7, 2017 to discuss the sanctuary/welcoming city resolution.
