The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember McShane, Councilmember Villegas and Mayor Gunter Absent: 1- Councilmember De La Rosa Enactment No: RES 21236 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Craig reported that the Transportation Agency for Monterey County and the Monterey County Convention and Visitors Bureau will reconvene in August. She announced that the California Rodeo Salinas is taking place the week of July 17 and encouraged the community to attend. She added that the Salinas Valley Solid Waste Authority has agreed to hold a meeting in District 5 at the Salvation Army in August to discuss the options and future of the Authority. Councilmember Villegas thanked staff for the installation of the new crosswalk light at Everett Alvarez High School. He reported that California Code allows the school districts to hire crossing guards as needed to ensure student safety. He added that the placement of the School Resource Officers at local schools is a benefit to the district and a recommendation that was outlined in the Department of Justice report totaling $3.4 million dollars. Councilmember Villegas recommended the Department of Justice report be posted on the City’s website for the public to access. He further expressed concerns regarding the homeless matter and stated that the County of Monterey needs to take an active role in providing social services to that particular population. Councilmember Villegas requested Legal Counsel review and consider amending the City Charter to establish Councilmember term limits and extending the mayoral term from two to four years. Councilmember Craig advised that the request for a Charter Amendment was already made and Legal Counsel is working on it. Councilmember McShane stated he will be attending the Monterey Bay Community Power Meeting on July 12. He added that he is representing the region on the California VanPool Authority. Councilmember McShane requested City endorsement for Founders Day and added there will be a planning meeting on July 27. Councilmember McShane requested an expiring permit reminder system similar to the County of Monterey. Request was second by Councilmember Villegas. He reported he toured the UFW Farmworker Center, attended the Youth and Government Institute, a grand opening for the Sea Haven housing development and the Forbes AgTech Summit. He also reported that he has been in touch with Assembly member Anna Caballero to facilitate a joint HCD meeting in Salinas. Councilmember McShane requested staff consider live music at City parks, a presentation from the County on the Homeless Census and a presentation from the Friends of the Salinas Public Library. Request was second by Councilmember Davis. Councilmember Barrera reminded the public that Jan Rohel, a consultant for the City in 2014 obtained the School Resource Officer grant and added that he would like to see the school district take action before the end of August. Councilmember Barrera requested staff provide an update and revisit the fees for the Emergency Medical Service transport City of Salinas Page 6 City Council Meeting Minutes - Unofficial July 11, 2017 program. Request was second by Councilmember McShane. He additionally requested staff consider relocating the Friends of the Salinas Public Library to a new location. He reported that Monterey Salinas Transit Board of Directors will be leasing space at 25 Lincoln Street to facilitate senior resident ridership. Mayor Gunter reported he will be attending the Salinas Valley Groundwater Sustainability meeting on July 13, 2017. He added that that he met with Congressman Jimmy Panetta and Assembly member Ana Caballero over the past few weeks working on special projects. CLOSED SESSION Closed session item a) SEIU Local v.
