Youth and Government Institute. 2. Community Safety Youth Leadership Academy. PRESENTATION Western Growers Association Center for Innovation & Technology Received presentation from Dennis Donohue highlighting the Western Growers Center for Innovation and Technology (WG). WG is a non-profit trade organization representing a new approach to agricultural technology with a focus on solutions for agriculture and rapid commercialization. WG program elements include problem crystallization, identification of new technologies, mentoring and beta testing, and encourage investment. Some of the opportunities outlined are industry connections and prime location in the Salinas Valley, and wide relationships with other trade groups. Key obstacles faced by WG is the lack of financial support for startup companies and lack of space. WG next steps include focused growth, building out an ecosystem with reciprocal membership and contracts with academia and government institutions and increase financial support. Upon motion by Councilmember De La Rosa, second by Councilmember McShane, Resolution of Intention 604 approving the FY 2016/2017 Salinas United Business Association's Annual Report; and setting a public hearing for September 19, 2017 to consider the levy and collection of an annual assessment for FY 2017/18 was approved. The motion carried by the following vote: City of Salinas Page 4 City Council Meeting Minutes - Unofficial August 15, 2017 Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Craig commended Dan Ortega for his service on the Measure G Oversight Committee and appointment of Assistant Police Chief. Councilmember Craig appointed Kelly McMillin to the Measure G Oversight Committee. She announced that on September 9, 2017, she will be hosting a community cleanup in District 5 from 9 a.m. to noon on Cherokee Drive. Councilmember Villegas reported he attended the CDBG/Housing Subcommittee where they discussed funding for homeless service providers and added that the County of Monterey needs to take an active role in providing shelter and social services to the homeless population. Councilmember Villegas reminded the public to exercise pedestrian safety and traffic safety near school zones and high pedestrian areas. Councilmember McShane announced there will be a Salinas Neighbors United meeting in the Rotunda on August 16, an Ambrose Drive Traffic Calming meeting on August 25 in the Rotunda, and the District 3 Cleanup on August 19 from 9 a.m. to noon at Los Olivos/Riker area. He reported he is working with Assemblywoman Ana Caballero on a Housing Summit tentatively scheduled for September 28. Councilmember McShane reported that he continues to meet with the Founders Day Committee and the planning efforts are moving forward. Councilmember Davis reported he attended the Salinas Valley Food and Wine Festival and added that it was well attended. He reported that that the Regional Soccer Complex item is scheduled for consideration by the Monterey County Board of Supervisors on August 29, 2017. Councilmember Barrera announced there will be a ribbon cutting ceremony to celebrate the completion of the safe routes to school project on East Market Street. He announced that Monterey Salinas Transit is offering free rides on MST Route 40 and others starting on September 2 for a year. Councilmember Barrera announce Monterey Salinas Transit will host a ribbon cutting ceremony at their new location on September 1. Councilmember De La Rosa reported that she attended the Vibrancy Plan meeting, Salinas United Business Association meeting, CDBG/Housing Subcommittee meeting, Laurel Heights Traffic Calming meeting, Salinas Valley Solid Waste Authority employee appreciation dinner, and the First Friday’s Art Walk in Oldtown Salinas. She commented that she is working with both City and County staff in finding a permanent warming shelter. In closing, she announced the Veterans Day Parade Committee is having their annual rib cook-off on Saturday August, 19 on Gabilan Street, and the Salinas Police Activities League is hosting their Annual Car Show in the 200 Block of Main Street. Councilmember Craig expressed concerns regarding the status of the Department of Justice School Resource Officers (SRO) Grant and stated that a large portion of the current Salinas Union High School District elected were in office when the SRO’s grant was awarded to the City. She encouraged the Council to do their due diligence to seek other opportunities with the other school boards in Salinas before the August 30 deadline. He announced he would be attending the STEM Program at Hartnell Community College on August 19 and the California Rodeo Scholarship Awards on August 17. Mayor Gunter appointed Councilmember Gloria De La Rosa to the Community Human Services joint powers authority and Leo De La Rosa to Police Community Advisory Committee.
