MOTION
Councilmember McShane made a motion to approve Resolution authroizing the FY
2017-18 Emergency Solutions additional grant funding; and authorize the Mayor to send
letter on behalf of the City Council to the County of Monterey Board of Supervisors
indicating the City's opposition of the 321 North Main Street temporary warming shelter
and focus on a permanent warming shelter as a long term solution.
Upon motion by Councilmember McShane, seconded by Councilmember Davis,
Resolution 21245 authroizing the FY 2017-18 Emergency Solutions additional
grant funding; and authorize the Mayor to send letter on behalf of the City
Council to the County of Monterey Board of Supervisors indicating the City's
opposition of the 321 North Main Street temporary warming shelter and focus on
a permanent warming shelter as a long term solution was approved. The motion
failed by the following vote:

Resolution 21246 authorizing the acceptance of a donated American Medical
Response Ambulance for deployment by the Salinas Police Department SWAT
team as a tactical medicical equipment transport was approved. The motion
carried by the following vote:

Upon motion by Councilmember Craig, second by Councilmember Davis,
Resolution 21248 appointing the Mayor of the City of Salinas as SVBGSA JPA
Board representative with Councilmember Kimbley Craig as alternate; and
appoint a representative from California Water Service Company as CPUC water
company representative and Alisal Water Corporation as the alternate was
adopted. The motion carried by the following vote:

Salinas and the Flying Artichoke Restaurant for the operation of the restaurant
facility at the Salinas Municipal Airport was approved. The motion carried by the

glazed doors manufactured by Door Engineering and installed by Epp Inc. for
$404,900.00 was approved. The motion carried by the following vote:

City Council authorize the submission of the attached letter responding to the
findings and the recommendations in the 2016-2017 Monterey County Civil Grand
Jury Final Report - "Preservation of Historical Documents of Monterey County was
approved. The motion carried by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Craig reported she will be attended the Monterey County Convention and
Visitors Bureau luncheon where they will be exploring a digital approach to marketing.
Councilmember Craig added that Leadership Monterey County programs are growing and
continue to work collaboratively with the Salinas Valley Chamber of Commerce on
leadership opportunities for the community. She reported that the traffic calming efforts
on Tyler Street and Iris Drive are underway.
Councilmember Villegas reported he is working with staff and the residents of District 6
on traffic calming measures.
Councilmember McShane reported he held a traffic calming meeting with the residents of
Ambrose Drive and reported that a future meeting is being scheduled to address
additional traffic related concerns. Councilmember McShane requested a presentation
from staff regarding the Downtown Main Street Streetscape Project. He additionally
requested a future agenda item regarding a bike sharing service that can be
implemented at no cost to the City. Request was second by Councilmember Villegas.
Councilmember McShane additionally requested a city-wide community leadership
academy and regulations regarding overnight RV parking. In closing, he requested an
update regarding the Public Art Commission, and the temporary warming shelter.
Councilmember Davis reported he is working collaboratively with Supervisor Alejo in
efforts to solidify funding and develop a joint partnership with the County to address the
development of the regional soccer complex and a future DMX Pump Track.
Councilmember Davis requested an updated traffic and engineering survey in efforts to
issue traffic radar citations.
Councilmember Barrera announced upcoming meetings which included the Alisal
Vibrancy Plan meeting and the Public Safety Services Headquarters merchant meetings.
He requested a letter of support for SB 35 – Housing Bond. Councilmember Barrera
expressed concerns regarding the City’s EMS/VAC fees and requested staff revisit the
fee structure.
De La Rosa announced she will be attending the upcoming Alisal Vibrancy Plan
community meeting.
Mayor Gunter reported that SB 35 – Housing Bond bill will be affecting the community
and encouraged the Council and public to read the proposed bill. He announced
upcoming meetings which included the Salinas Valley Mayor’s meeting, the Police
Community Advisory Committee and the County Planning Commission where they will be
discussing future farmworker housing projects.
