CONSIDERATION ID#17-435 Boots Road Group, LLC Professional Services Agreement Received report from Assistant City Manager Jim Pia, which is filed in the City Clerk’s Office for the record. City of Salinas Page 1 City Council Meeting Minutes - Unofficial September 5, 2017 The following audience members commented on the report: Maureen Wruck Al Espindola Upon motion by Councilmember McShane, second by Councilmember Craig, Resolution 21251 authorizing the City Manager to execute a Professionals Services Agreement between the City of Salinas and Boots Road Group, LLC. in an amount not to exceed $151,580 was approved. The motion carried by the following vote: Ayes: 5- Councilmember Craig, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Noes: 2- Councilmember Barrera and Councilmember Davis Enactment No: RES 21251 ID#17-426 City Code Update Received report from City Attorney Christopher Callihan, which is filed in the City Clerk’s Office for the record. Upon motion by Councilmember McShane, second by Councilmember De La Rosa, Ordinance 2598 updating and recodifying chapters and articles of the Salinas Municipal Code was adopted. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: ORD 2598 CONSENT AGENDA ID#17-433 Minutes Tabled minutes of May 2, 2017 and August 29, 2017. ID#17-429 Financial Claims Report Upon motion by Councilmember McShane, second by Councilmember Craig, the financial claims report was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter ID#17-320 Mutual Aid Agreement with Santa Cruz Animal Services and Monterey County SPCA Upon motion by Councilmember McShane, second by Councilmember Craig, the Resolution 21252 authorizing the City Manager to sign the agreement for mutual aid with Santa Cruz County Animal Services and the SPCA for Monterey County was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21253 ID#17-430 Selection of Public Facilities Group to facilitate expansion of the El Gabilan Library Upon motion by Councilmember De La Rosa, second by Councilmember Craig, Resolution 21254 authorizing the use of the “IRS 63-20” Public Private Partnership delivery system and select the Public Facilities Group as the City’s partner to finance and build the new El Gabilan Library was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21254 ID#17-431 2017 California International Airshow Airport Use Permit Upon motion by Councilmember McShane, second by Councilmember Craig, Resolution 21255 approving an Airport Use Permit for the 2017 California International Airshow to be conducted by the Monterey County Airshow Association at the Salinas Municipal Airport, and appropriate the $20,000 sponsorship by the Airport Enterprise Fund to offset City of Salinas Emergency Response Personnel costs was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21255 ID#17-434 Contract for Liability Claims Third Party Administration Services This item was tabled. Enactment No: RES 21261 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS City of Salinas Page 3 City Council Meeting Minutes - Unofficial September 5, 2017 Councilmember Davis expressed concerns regarding the discontinuance of HOPE services in the downtown area and requested the City considering expanding its contact with HOPE Services. Request was second by Mayor Gunter. Councilmember Barrera commended Senior Planner Lisa Brinton for her efforts with the Alisal Vibrancy Plan and the community outreach that has been taken place in the Alisal. He commended the Nunez Family, Hibino Family and the Rodriguez Family for the expansion of the Casa Boronda Housing project which will provide housing for agricultural workers. Councilmember Barrera expressed concerns regarding the issues at the State and Federal level surrounding DACA. In Closing, he announced he will be working with Don Reynolds, Assistant Public Works Director on hosting a merchant meeting to share the plan for Salinas Police Service Headquarters. Councilmember De La Rosa reported that she attended the Homeless Coalition meeting and commended staff and Mayor Gunter for their efforts surrounding homelessness and urging the County to move towards the establishment of a permanent shelter. Councilmember De La Rosa expressed support for farmworker housing and the Alisal Vibrancy Plan. She announced she will be attending the League of California Cities Annual Conference the week of September 13, 2017. Councilmember Craig reported that TAMC is currently not utilizing the former AllUS Credit Union. She added that the demolishing of the building has been pushed back a month due to funding. She reported she will be hosting a Neighborhood Cleanup in her district on Cherokee Drive on September 9. Councilmember Craig additionally reported that she will be attending the Transportation Agency for Monterey County (TAMC) Rail Policy Committee meeting and will be discussing the Request for Proposals for Construction Management and Hazardous Material. She added that the TAMC Executive Committee will be taking place on September 10 and Board will be conducting the evaluations for the City Attorney and the Executive Manager. Councilmember Villegas reported he will be hosting a District 6 Cleanup on November 4 on Calaveras Drive and encouraged youth to participate in community events as a means of obtaining community service hours. He commended the Santa Rita Unified School District for their collaboration with the City and Police Department in efforts to move forward with the School Resource Officer program. Councilmember Villegas stated he is pleased to see development projects and infrastructure projects in the City moving forward. Councilmember McShane reported he hosted a successful Riker Street Traffic Calming meeting. He reported that there is funding available for traffic calming projects throughout the City. Councilmember McShane requested staff consider establishing a program that allows constituents to report code violations and general city services via texting. Request was second by Councilmember Craig. He also requested the City Manager consider expanding HOPE Services in the City. Councilmember McShane requested an update on the future agenda item and presentation requests. In closing, Councilmember McShane requested an update on the 2017 Fireworks Season. Mayor Gunter reported two new members were sworn in to serve on the Police Community Advisory Committee Meeting. He announced he will be attending the Community Safety and Peace Meeting on Wednesday, September 6 and encouraged the Council to attend. Mayor Gunter requested an update on the City/County Animal Services project and any homeless shelter update. Mayor Gunter announced he is reaching out to Congressman Panetta in efforts to host a community meeting regarding DACA.
