Upon motion by Councilmember De La Rosa, second by Councilmember Davis, Ordinance 2599 amending Articles XIII and XIV of the Salinas Municipal Code to allow lying, sleeping, and camping, under limited circumstances, on public property and for the storage of a limited amount of personal property, under limited circumstances, on public property with amendments was introduced for final adoption on October 10, 2017. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21267 ID#17-383 Grievance Board Appointment City of Salinas Page 6 City Council Meeting Minutes - Unofficial September 19, 2017 Upon motion by Councilmember Villegas, second by Councilmember McShane, Resolution 21268 appointing Mr. Donald Webster to the third seat on the Grievance Board consistent with City Code Section 25-43 was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21268 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Davis commended the Salinas Police Department and City Departments for their collaboration with the Alisal High School parade. Councilmember Barrera announced he will be participating in the NEA Big Read Program. He announced there will be a Police Service Headquarters Merchant Meeting on October 4, 2017 at Los Dos Potrillos Restaurant and encouraged merchants to participate. Councilmember De La Rosa reported that she met with the business owners of E. Laurel Drive/N. Main Street where they expressed concerns regarding trespassing and homeless issues. She announced she attended the Homeless Coalition meeting in Marina and reported the City's interest in a permanent warming shelter. In closing, she announced there will be an Alvin Drive/Linwood Drive Traffic Calming meeting on September 20, 2017 at El Gabilan School at 6:00 p.m. Councilmember Craig commended Ana Ambriz for a successful neighborhood cleanup in District 5. Councilmember Craig announced that Facebook will be hosting a Small Business on September 23, 2017 at the Fox Theatre to help market business through social media. She announced she will be attending a Salinas Valley Solid Waste Authority meeting and will be discussing the acquisition of the Harrison / Sala Road site; a proposed site for the relocation of the transfer station. Councilmember Craig announced that the Transportation Agency for Monterey County will be holding its annual Strategic Goals and Objectives and attended the Economic Opportunity Committee Meeting at the County and shared that cannabis continues to be a major discussion. Councilmember Villegas reported he participated in the District 5 Cleanup and announced the District 6 Cleanups will take place on November 4, 2017 on Calaveras Drive and invited the public to attend from 9:00 a.m. to 12:00 p.m. He expressed concerns regarding Salinas' homicide rate and recommended collaboration with the community based organizations to reduce violence in the community. Councilmember McShane reported that $13 million dollars will be invested in infrastructure in the Downtown area as part of the Main Street Improvement Plan and encouraged the participation and collaboration of staff at an upcoming meeting on September 21, 2017. He announced upcoming events to include the Salinas Neighbors United Fundraiser on October 9, 2017 at Maya Cinema and the Giant Book Sale hosted by FOSPL on September 23, 2017. He announced that he is working with Mayor Gunter and State Assembly Member Ana Caballero in efforts to host a housing meeting with the State Housing and Community Development. Councilmember McShane requested a presentation from Monterey Bay Community Power and a City-wide Community Academy. Mayor Gunter reported that he met with the Chief of Staff for Congressman Panetta and City of Salinas Page 7 City Council Meeting Minutes - Unofficial September 19, 2017 will be hosting a DACA forum in the near future. Mayor Gunter announced he attended the El Grito event. He announced he will be attended the SUHSD High School announcement, a Coca Cola press conference and encouraged all to attend. He reported he attended the League of California Cities where they had a lot of discussion regarding CalPERS.
