PRESENTATION
Digital NEST Update - Jacob Martinez, Executive Director
Jacob Martinez, Executive Director for Digital NEST provided his presentation
highlighting Digital NEST Salinas 2016-17 accomplishments. Digital NEST participated in
Web + Information Technology classes and trainings, visited tech firms such as NASA,
Pandora, Pintrest, digital storytelling workshops, and internships with Tanimura & Antle
among other activities over the summer. Upcoming activities planned for October through
December include hydroponics courses with Opterra, Salinas Valley Comic Con, Ciclovia,
film festivals and plan to focus on increasing program participation. Digital NEST
continues to focus on increasing capacity for design, and development and
implementation of a variety of programs which include leadership, engaging more hi-value
volunteers, and developing member-leaders in the community.

public notice procedure for the closure of public property for periodic cleanup

Officers (SROs) in the schools was approved. The motion carried by the following

consolidation of the Public Works, Police, and Fire fleets and to transfer
$54,028.51 from CIP 9525 to fund this agreement was approved. The motion

ID#17-481 Deferred Action for Childhood Arrivals (DACA) Program Support
Upon motion by Councilmember Barrera, second by Councilmember Craig,
Resolution 21279 supporting "Dreamers" under the California Dream Act and the
Deferred Action for Childhood Arrivals (DACA) Program was approved. The
motion carried by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis appointed Dominic Dursa to the Library and Community Services
Commission.
Councilmember Barrera reported that he held his quarterly District 2 commission meeting
and was a success. He announced upcoming events which included the Alisal Center for
Fine Arts celebration, Family Celebration and Martin Luther King and Jesse Sanchez
Elementary Schools and Cicloiva. Councilmember Barrera reported that Monterey Salinas
Transit rider service to Big Sur will resume on October 13, 2017.
Councilmember Craig requested a contingency of the Council attend the CalPERS Board
meeting in November to state the City’s position. She reported that in Honolulu, Hawaii,
hoteliers are contributing to long-term solutions surrounding homelessness in the
downtown area. She recommended the Salinas City Center Improvement Association
consider engaging business and property owners in a solution to homelessness like what
Hawaii has done. Councilmember Craig recommended the City increase its public
relations and disseminate information via press releases in efforts to highlight
infrastructure projects underway with restricted funding. Additionally, she reported that
Salinas Valley Solid Waste Authority continues to move forward with the acquisition of
Sala Road and Harrison Road and expressed concerns as it is not in line with the City’s
Economic Development Plan. Councilmember Craig reported that she attended the
Transportation Agency for Monterey County Strategic Goals and Objectives meeting and
identified goals surrounding self-help, Rail to Salinas and other regional projects.
Councilmember Villegas reported that he held a community forum along with
Councilmember De La Rosa and discussed the traffic impacts and traffic calming
measures at Alvin Drive and El Dorado Drive. He announced that he will be hosting a
District 6 Neighborhood Cleanup on November 4 at El Dorado Park and encouraged the
public to attend.
Councilmember Shane commended the Salinas Municipal Airport staff for a successful
California International Airshow. He reported he is working with the Korean Community in
hopes to establish a friendship relationship with South Korea. Councilmember McShane
announced he will be hosting a community meeting on October 26, regarding traffic
calming on Ambrose Drive in the Rotunda and encouraged the public to attend.
Additionally, he announced he is working on solidifying several community meetings and
events which include a housing forum, Downtown Vibrancy Plan, A Tree for Peace annual
event, and the Holiday Home Lighting annual event. Councilmember McShane requested
the City consider a one-time tax assessment waiver for the PAL building. Request was
second by Councilmember Villegas. In closing, he reported that he attended the

California Community Choice Aggregation Conference where they received information
regarding the statewide efforts surrounding alternative energy.
Mayor Gunter reported that he met with Congressman Panetta regarding Deferred Action
Childhood Arrivals bill. He appointed Councilmembers Craig, Villegas, and De La Rosa to
the Charter Review Committee. Mayor Gunter reported that he attended the Defense
Language Institute (DLI) and added that DLI offers free online language classes to the
public. In closing, he announced he will be hosting a Neighborhood Cleanup on October
28, 2017 at the Alisal Community School.
