Upon motion by Councilmember De La Rosa, second by Councilmember Craig,
Resolution 21341 authorizing the First Amendment to the Memorandum of
Agreement with CNCS; authorizing the re-appropriation of $6,336 of Community
Development General Fund monies to cover the 2017-2018 annual living
allowance increase to the City's VISTA cost-share; and authorizing the City
Manager, or his designee to execute any future Memorandum of Agreement
amendments required for program annual term extensions and cost-share
increases was approved. The motion carried by the following vote:

technical permitting and inspection services to the City's Permit Center through
FY 2018-2019 was approved. The motion carried by the following vote:

Upon motion by Councilmember Craig, second by Councilmember Davis,
Resolution 21343 approving an Exclusive Negotiating Rights Agreement with RN
Borelli, Inc., to facilitate the development of approximately 13 acres of land at
the Salinas Airport for the purposes of increasing Airport revenues and furthering
the City’s economic development efforts was approved. The motion carried by
the following vote:

Upon motion by Councilmember Craig, second by Councilmember Davis,
Resolution 21344 authorizing the direct purchase of police vehicles and related
equipment totaling $952,374.15 was approved. The motion carried by the

ID#18-055 Traffic Calming Plan Riker Street and Capistrano Drive Neighborhood
Upon motion by Councilmember Davis, second by Councilmember De La Rosa,
Resolution 21345 approving the Neighborhood Traffic Calming Plan for Riker
Street and Capistrano Drive and direction to staff to pursue implementation was
approved. The motion carried by the following vote:
Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis,
Councilmember De La Rosa, Councilmember Villegas and Mayor Gunter
Absent: 1- Councilmember McShane

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmemeber Craig reported that the Nominating Committee of the Monterey County
Convention and Visitors Bureau is currently discussing the composition of the board and
funding structure. The Nominating Committee recommended Option 2 which is will be
comprised of 1 designated seat for each member jurisdiction investing 3%. She added
that Option 2 will also include 4 seats for TID oversight committee and the remaining
seats open for application.
Councilmember Villegas appointed Javier Tamayo to the Public Art Commission. He
invited the community to attend the District 6 Neighborhood Clean-up.
Councilmember Davis reported he is hosting a Community Meeting with Councilmember
Villegas on February 26, 2018 from 6-8 p.m. at the Twin Creeks Golf Course.
Councilmember Barrera reported that the dialogue continues with Salinas Valley Solid
Waste Authority, the City and County in efforts to move the relocation of the transfer
station forward.
Councilmember De La Rosa reported that she attended the International Sister Cities
Delegation in Guadalajara Mexico sharing an interest in trade, environmental efforts, and
English language education.
Mayor Gunter reported he attended the Governing for Racial Equity (GRE) Reunion and
noted that the GRE process will be incorporated at the County level as well. Mayor Gunter
reported he will be attending the Fort Ord Reuse Authority meeting on February 23.
