Councilmember Steve McShane recused himself from this item and left the meeting due
to financial conflict of interest.
Received report from Economic Development Manager Andrew Myrick, which is filed in
the City Clerk's Office as the official record.

Resolution 21333 accepting the El Dorado Bio Retention Project for maintenance
and responsibility; and approving the transfer of $33,000 from CIP No. 9060
(Playground Park Improvements) to the El Dorado Park Bio retention Project, CIP
No. 9670, to balance and close the project was approved. The motion carried by
the following vote:

with Friends of the Salinas Public Library (FOSPL) to use a portion of 7 Station
Place (Train Station Building) for storage of books as amended was approved.

Resolution 21335 approving Sole-Source purchase agreement with Westnet
Corporation for replacement of emergency dispatch alerting systems in all fire
stations under the H-GAC cooperative purchasing agreement was approved. The
motion carried by the following vote:

Upon motion by Councilmember Barrera, second by Councilmember McShane,
Resolution 21336 accepting the Fremont/El Sausal Safe Routes to School Project
No. 9135, for maintenance and responsibility; and approve Balancing Contract
Change Order No. 2 in the amount of $57,996.18 was approved. The motion
carried by the following vote:

ID#17-629 Measure G Funding Allocation for Youth Soccer Fields at Cesar Chavez Park
Upon motion by Mayor Gunter, second by Councilmember Craig, Resolution
21337 authorizing staff to allocate $150,000 from Measure G for new youth soccer
fields at Cesar Chavez Park was approved. The motion carried by the following
vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis announced the upcoming joint District 1 and District 6 community
meeting on February 26 at from 6-8 p.m. at Twin Creeks Golf Course. He stated he is
open to hosting a community meeting to discuss options for allocation of the cannabis
revenue generated.
Councilmember Barrera reported that Monterey-Salinas Transit (MST) is working on a
real-time schedule for every bus shelter location. Additionally, MST is opening a facility
for seniors and veterans on Lincoln Avenue and is also working on upgrading their
portaloo facilities.
Councilmember De La Rosa reported that she attended a successful community meeting
at El Gabilan Elementary School addressing code enforcement. Councilmember De La
Rosa encouraged the public to use the anonymous tip line to report suspicious activity in
the City. She requested the City Council actively participate in Rescate Verde and
designate a tree planting in each district supported by Sustainable Salinas and city staff.

Councilmember Craig announced that she rotated out of the Transportation Agency for
Monterey County (TAMC) Executive Committee and will continue to serve in some
capacity. She reported that TAMC completed the Regional Transportation Plan and that
the Rail to Salinas project remains a priority. Councilmember Craig reported that at the
last TAMC meeting, they awarded numerous grants totaling $1.5 million dollars to
organizations serving disabled persons, seniors and veterans. She reported that she
attended the Charter Subcommittee meeting and worked through some of the
inconsistencies in the Charter and will be coming forward to Council in the future.
Councilmember Villegas requested creating and MOU with the school district to assist
the community during natural disasters. He reported he will be holding a district clean-up
on March 24 at El Dorado/Calaveras from 9-12 p.m. He also stated he would like to be
part of the dialogue regarding cannabis revenue allocation.
Councilmember McShane announced he attended the new pediatric clinic at Salinas
Valley Memorial Hospital. He reported that the dialogue continues surrounding the Abbott
Street/Alameda Street housing project and noted that he is working with the residents on
establishing a neighborhood association. Councilmember McShane reported that he
attended a press conference hosted by Congressman Panetta regarding U-Visas. He
requested the City Council and staff consider the proposal that was presented by the
Hartnell Community College students to place electronic marquees at City facilities
highlight positive messaging. Request was second by Councilmember Davis.
Councilmember announced upcoming events including the AgTech Summit taking place
on March 27 and 28. Councilmember McShane requested the City Manager direct staff to
host a meeting to discuss the cannabis revenue funding allocation and requested an
update on the neighborhood grants program.
Mayor Gunter highlighted various meetings and events he participated in which included a
meeting with Congressman Panetta and a representative of the Regional Soccer Complex
to discuss funding for the project. He also met with over 150 ministers to discuss safety
in the community. Mayor Gunter attended the Monterey Business Hall of Fame with City
Manager Corpuz where several Salinas community members were recognized. Mayor
Gunter and City Manager Corpuz also met with Assemblywoman Caballero to discuss
funding for housing. In closing he reported that he participated in a homeless panel along
with County representatives and hosted a press conference regarding Salinas as a leader
in solar energy and LED lighting.
