Upon motion by Councilmember Davis, second by Councilmember De La Rosa,
Resolution 21328 approving charges for the abatement of weeds on nine
properties within the City of Salinas and direct the Finance Director to collect the
charges from the property owners was approved. The motion carried by the

Upon motion by Councilmember De La Rosa, second by Councilmember
McShane, Resolution 21329 approving a Mitigated Negative Declaration and
Mitigation Monitoring and Reporting Program for a new Salinas Police Services
Headquarters was approved. The motion carried by the following vote:

Upon motion by Councilmember Barrera, second by Councilmember De La Rosa,
Resolution 21330 adjusting the FY 2017/18 workforce allocation for the City
Attorney's Department and modifying the Classification and Salary Schedule
accordingly was approved. The motion carried by the following vote:

ID#18-022 California State Library Literacy Services Grant Award
Upon motion by Councilmember De La Rosa, second by Councilmember Davis,
Resolution 21331 accepting the California Library Literacy Services (CLLS) grant
award in the amount of $80,806 and authorizing the execution of all grant
acceptance documents with the California State Library was approved. The
motion carried by the following vote:

ADMINISTRATIVE REPORT
ID#18-026 Strategic Plan Update

Administrative Report was received and accepted. The motion carried by the

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis announced a joint community meeting with Councilmember
Villegas in efforts to address public concerns on Feb. 26 from 6-8 p.m. at the Twin
Creeks Golf Course. He expressed concerns regarding homeless encampment near the
Salinas Aquatic Center and Sherwood Park.
Councilmember Barrera announced that Commissioner Viarengo will be recognized by
the Transportation Agency for Monterey County for his service to the community on
January 24. He announced upcoming community meetings which include the Alisal
Vibrancy Plan Design Workshop taking place at Sherwood Elementary School at 5:30
p.m. Councilmember Barrera requested the City Manager consider future cannabis
revenue allocation to parks & recreation programs in efforts to support youth
development.
Councilmember De La Rosa announced she is working with Councilmember McShane
and Rescate Verde to assist with the city’s reforestation efforts. Councilmember De La
Rosa reported that she attended the Salinas United Business Association meeting and
encouraged the members to get involved in the planning process of the Alisal Vibrancy
Plan, the Downtown Vibrancy Plan, and the Parks Master Plan.
Councilmember Craig reported that TAMC will be reviewing the 2018 Regional

Transportation Plan and are also adding CSUMB as a 7th non-voting officio member. She
announced she will be attending the Charter Subcommittee on January 30.
Councilmember Craig added that she attended the Salinas Valley Solid Waste Authority
meeting and considered a request to go back out for an environmental impact report for
the long-term facility needs. The Board tabled the matter for 30 days.
Councilmember Villegas reported that he attended the Association of Monterey Bay Area
Government meeting and noted that the boards future discussion relates to state
infrastructure funding. Councilmember Villegas stated he will continue to request project
updates on the Boronda Road infrastructure improvements.
Councilmember McShane announced the upcoming Downtown Community meeting
taking place on February 15 in the Rotunda. He reported that he attended the Monterey
Bay Community Power Board meeting and reported that they are moving forward with
green power development and dissemination of information to the rate payers.
Councilmember McShane reported that he attended the Abbott Street/Alameda Street
project community meeting and recommended an additional community meeting with the
developer and the residents to address their concerns. Councilmember McShane
announced he is holding a Founders Day Committee planning meeting on January 25 an
encouraged the public to attend. Councilmember McShane expressed support of the
South Korean friendship relationship efforts.
Mayor Gunter reported he has set up a meeting with Congressman Panetta and Warren
Wayland to discuss potential funding for the soccer complex development. He reported
he is attending a Faith Summit with various community leaders to address violence in
Salinas. Mayor Gunter requested the Council begin the dialogue with the JPA’s that they
serve on as the City’s appointees regarding CalPERS rates.
CLOSED SESSION
The City Council recessed to closed session at 7:03 p.m. pursuant to:
ID#18-034 a. Anticipated Litigation - Cal. Gov’t. Code §54956.9(e)(3), conference with
legal counsel regarding anticipated litigation (one case).
PUBLIC DISCLOSURE

Recommendation: Approve a Resolution approving charges for the abatement of weeds on nine properties
within the City of Salinas and direct the Finance Director to collect the charges from the
property owners.
ID#18-030 Mitigated Negative Declaration and Mitigation Monitoring and Reporting
Program for a new Salinas Police Services Headquarters (ER 2017-005)
Recommendation: Approve a Resolution adopting a Mitigated Negative Declaration (MND) and related
Mitigation Monitoring and Reporting Program (MMRP) for the construction of a future
Salinas Police Services Headquarters.
