Certificate Purchase Agreement and Installment Sale Agreement; authorizing the
execution and delivery of such certificates; authorizing distribution of an Official

Upon motion by Councilmember Craig, second by Councilmember Davis,
Resolution 035 of the Salinas Successor Agency approving the Recognized
Obligation Payment Schedule for the year ending June 30, 2019 (ROPS 18-19)
was approved. The motion carried by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Craig reported that the Rail to Salinas Update was received at the
Transportation Agency for Monterey County (TAMC). She reported that TAMC is diligently
working with PG&E in effort to relocate utilities to the right of way as the project moves
forward. Councilmember Craig added that progress has been made with respect to the
acquisition of the final three properties in the Intermodal Transportation Center area and
are expected to be acquired within the next 60 days. Councilmember Craig reported she
will no longer serve on TAMC’s Executive Board as she has rotated out as required by
their bylaws. Additionally, she reported that she attended the Salinas Valley Solid Waste
Authority (SVSWA) meeting and commended the leadership of Councilmember Barrera,
De La Rosa, and Supervisor Phillips for rejecting the proposed acquisition of the Sala
Road property for the relocation of the Sun Street Transfer Station. That option is no
longer on the table as it was not approved at the December 21, 2017 meeting.

Councilmember Villegas reported he will be attending the Association of Monterey Bay
Area Governments meeting on behalf of Councilmember McShane on January 10. He
also reported he is coordinating a community meeting with District 1 in February.
Councilmember De La Rosa reported that dialogue continues at the SVR regarding
options for the relocation of the transfer station.
Councilmember Barrera reported that Monterey-Salinas Transit (MST) will be opening a
local office on Lincoln Avenue and W. Market Street to provide better service for seniors
and low-income residents. He reported that over the years, public transportation ridership
continues to decrease state-wide except for ridership in Salinas. Councilmember Barrera
encouraged all the SVSWA participating agencies to work together towards a solution for
the relocation of the Sun Street Transfer Station in the interest of the neighboring
community.
Councilmember Davis reported he is please with the maintenance in the parks as it
increases visibility and reduces criminal activity. He requested a community meeting in
the Creekbridge area with a focus on safety, homelessness and code enforcement.
Mayor Gunter reported that he will be attending the Salinas Valley Basin Groundwater
Sustainability Agency meeting on January 11 where they will be addressing saltwater
intrusion and anticipated expenditures relating to the water wells. He reported he attended
the Lowe’s grand opening and numerous grand opening events throughout the City. Mayor
Gunter stated that there has been an increase in sidewalk and tree complaints and
requested staff take a more active approach to responding to community concerns. In
closing, he reported that he will be hosting a meeting on January 16, 2018 regarding the
Alameda/Abbott Street housing project and encouraged the community to attend.
Councilmember Craig requested a study session focusing on the various bonds that the
City holds and the city’s bonding obligations.
