The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane and Mayor Gunter Absent: 1- Councilmember Villegas Enactment No: RES 21317 ID#17-616 Modification to the Classification and Salary Schedule Upon motion by Councilmember Davis, second by Councilmember De La Rosa, Resolution 21318 amending the Classification-Salary Schedule was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane and Mayor Gunter Absent: 1- Councilmember Villegas Enactment No: RES 21318 ID#17-618 Libraries Illuminated Grant Award Upon motion by Councilmember Davis, second by Councilmember De La Rosa, Resolution 21319 accepting the Libraries Illuminated grant award of $29,930 and execute an agreement with the Southern California Library Cooperative (SCLC) was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane and Mayor Gunter Absent: 1- Councilmember Villegas Enactment No: RES 21319 City of Salinas Page 3 City Council Meeting Minutes - Unofficial December 19, 2017 ID#17-609 Regional Soccer Complex Upon motion by Councilmember McShane, second by Councilmember Davis, Resolution 21320 regarding the Revised and Restated Memorandum of Understanding among the City of Salinas, County of Monterey, and Salinas Regional Sports Authority was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane and Mayor Gunter Absent: 1- Councilmember Villegas Enactment No: RES 21320 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Davis reported that he, along with various non-profit organizations he raised $5,000 to provide meals to families in need during the holiday season. Councilmember Barrera requested the City Manager budget accordingly during the next fiscal year in efforts to increase traffic enforcement in the Alisal area. Councilmember Craig reported the Tyler Street and Iris Drive traffic calming measures have been completed. She reported that she will be attending a Salinas Valley Solid Waste Authority meeting on December 21, 2017. Councilmember Craig reported she attended the Charter Review Subcommittee meeting and the committee recommended a 4-year mayoral term, term limits for Councilmembers, Mayor and Commissioners, among other minor Charter amendments. Councilmember McShane requested a community meeting to address pedestrain safety. Request was second by Councilmember Barrera. He reported that the Ambrose Drive neighborhood has qualified for future traffic calming measures. Councilmember McShane reported that he held a Downtown Community meeting and shared a survey completed by the attendees. During the community meeting, members expressed concerns regarding the proposed two-way traffic on Main Street as part of the Downtown Vibrancy Plan. Councilmember McShane reported CalVans has approximately 325 vanpools in the tri-county area. Councilmember McShane requested a presentation and updates from staff and the Council regarding the future of Salinas Valley Solid Waste Authority and the Sun Street Transfer Station relocation. Councilmember McShane requested a community meeting to address the concerns regarding the construction of an infill project at Alameda Street and Abbott Street. Mayor Gunter expressed concners regarding the commentary received relating to the construction of the infill project at Alameda Street and Abbott Street and recommended traffic calming measures to mediate the traffic concerns. Mayor Gunter requested Councilmembers provide oral reports on all of the committees and regional boards they serve on moving fowrard. He stated that the Council will focus on conducting city business and regional projects and will reconsider request for presentations and commendations in the future.
