Resolution 21306 certifying the City’s Economic Development Element Final
Program Environmental Impact Report (FEIR) (ER 2017-006); Resolution 21307
approving General Plan Amendment (2013-001) adopting the Economic
Development Element as the eighth element of the General Plan including FEIR
Alternative 4 as shown on Figure LU-3A of Attachment 2, Exhibit “B”; and
Resolution 21308 approving the CEQA Findings of Fact, Statement of Overriding
Considerations, and the adoption of the Mitigation Monitoring and Reporting

guard services for the City of Salinas on an “as needed” basis was approved.

Resolution 21310 accepting award of $2,970,000 of Regional Surface
Transportation Program (RSTP) funds from the Transportation Agency for
Monterey County (TAMC) for the Downtown Complete Streets Project was
approved. The motion carried by the following vote:

opened on January 30, 2018 was approved. The motion carried by the following

Bay Unified Air Pollution Control District (MBUAPCD), and authorizing the direct
purchase of one electrical vehicle was approved. The motion carried by the
following vote:

Upon motion by Councilmember Craig, second by Councilmember De La Rosa,
Resolution 21313 approving a Professional Services Agreement in the amount of
$904,750.00 between the City of Salinas and Kimley-Horn and Associates for
engineering services to prepare construction documents (Phase 2) for the
Downtown Vibrancy Plan, Main Street Streetscape; Project No. 9230 was

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis appointed Joshua Alfaro to the Public Art Commission. He
requested an update on the progress report from Community Development Department
improvement strategies.
Councilmember Barrera announced a community meeting on December 6 regarding the
Bardin Road/Alisal Street Improvement project at 6 p.m.
Councilmember De La Rosa highlighted meetings and events she attended throughout
the week.
Councilmember Craig reported she will be attending the Transportation Agency for
Monterey County and will be updating their strategic plan and traffic and revenue study for
HWY 156. She reported she will be attending a Future Growth Area and Charter Review
Subcommittee meeting on December 7.
Councilmember McShane highlighted events and community meetings he attended
throughout the week. He announced he will not be in attended during the meeting of
January 9, 2018.
Mayor Gunter announced he will be attended a meeting with supervisor Phillips to
highlight key items within the supervisory district. Mayor Gunter appointed Juan Carlos
Gonzalez to the Public Art Commission.
