Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane and Mayor Gunter Absent: 1- Councilmember Villegas PROCLAMATION / COMMENDATIONS The City Council proclaimed and commended: America Recycles Day - November 15, 2017 & Curbee Awards 9th Community Leadership Academy Graduates PRESENTATION Building Healthy Communities City of Salinas Page 1 City Council Meeting Minutes - Unofficial November 28, 2017 Andrea Manzo, Building Healthy Communities (BHC) Manager provided her presentation highlighting their 10-year place-based initiative funded by The Californian Endowment with a goal of achieving equitable opportunities and outcomes for Salinas residents. BHC efforts are geared towards focusing on building power and voice for a healthy and inclusive democracy via activities such as the East Salinas Leadership Academy, Resident Comités, investment in organizing and training, healing-informed governing for racial equity and community engagement spectrum training. They also play a role in thriving leadership pathways for youth via the Youth Equity Action Team, Padres Unidos, MCOE Positive Behavior Interventions and Support, Justice Reform Action teams, Ciclovia and other programs. BHC prides itself in creating safe and thriving community for residents via engagement in the economic development efforts, housing element, master plan, soccer complex expansion and other notable environmental policy efforts in Salinas. Moving forward, BHC hopes to increase capacity toward a regional approach addressing systemic inequities County-wide and increase partnerships with institutions to adopt racial equity frameworks. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane and Mayor Gunter Absent: 1- Councilmember Villegas City of Salinas Page 2 City Council Meeting Minutes - Unofficial November 28, 2017 ID#17-570 Salinas Municipal Airport 2018-2023 Airport Capital Improvement Plan Upon motion by Councilmember Craig, second by Councilmember De La Rosa, Resolution 21300 authorizing transmittal of the Salinas Municipal Airport 2018-2023 Airport Capital Improvement Plan to the Federal Aviation Administration was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane and Mayor Gunter Absent: 1- Councilmember Villegas Enactment No: RES 21300 ID#17-571 Airport Ranch LLC Ground Lease Agreement Upon motion by Councilmember Craig, second by Councilmember De La Rosa, Resolution 21301 authorizing the City Manager to execute the First Amendment to the ground lease between the City of Salinas and Airport Ranch LLC was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane and Mayor Gunter Absent: 1- Councilmember Villegas Enactment No: RES 21301 ID#17-574 Resolution Against Harassment Upon motion by Councilmember Davis, second by Councilmember McShane, Resolution 21302 affirming the City's policies against harassment, intimidation, and retaliation in the workplace as amended was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane and Mayor Gunter Absent: 1- Councilmember Villegas Enactment No: RES 21302 ID#17-577 Environmental Justice Upon motion by Councilmember Craig, second by Mayor Gunter, Resolution 21303 supporting environmental justice in Salinas was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane and Mayor Gunter Absent: 1- Councilmember Villegas Enactment No: RES 21303 ID#17-586 NRN Grant and Multi-Year Planning Budget Upon motion by Councilmember Craig, second by Councilmember McShane, Resolution 21304 authorizing a Memorandum of Understanding between the City City of Salinas Page 3 City Council Meeting Minutes - Unofficial November 28, 2017 of Salinas and the National Resource Network was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane and Mayor Gunter Absent: 1- Councilmember Villegas Enactment No: RES 21304 ID#17-562 Commercial Cannabis Ordinance Update Councilmember McShane recused himself from participating and voting on this item due to financial conflict of interest. Upon motion by Councilmember De La Rosa, second by Councilmember Davis, Ordinance 2600 amending Chapter 5, Article VII of the Salinas Municipal Code was adopted. The motion carried by the following vote: Ayes: 5- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa and Mayor Gunter Absent: 1- Councilmember Villegas Recused: 1- Councilmember McShane Enactment No: ORD 2600 ADMINISTRATIVE REPORT ID#17-585 Draft Salinas Economic Development Element Final Program Environmental Impact Report (FEIR) (ER 2017-006) for General Plan Amendment (GPA 2013-001) Received administrative report from Lisa Brinton, Senior Planner, which is filed in the City Clerk’s Office as the official record. COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Barrera appointed Lisa Eisemann-Gunter to the Public Art Commission. Councilmember De La Rosa requested a presentation from Sun Street Centers highlining their Sobering Center and an update from Public Works staff regarding the status of the Health Clinic on Sanborn Road. Councilmember Craig reported that the Transportation Agency for Monterey County’s City of Salinas Page 4 City Council Meeting Minutes - Unofficial November 28, 2017 (TAMC) Rail to Salinas project is a top priority for TAMC. Councilmember Craig appointed Michele Allen to the Public Art Commission. Councilmember McShane announced he will be hosting a community meeting on November 30, in the Rotunda in collaboration with Assemblywoman Ana Caballero regarding housing. Councilmember McShane appointed Jeff Wardwell to the Measure G Oversight Committee and Colleen Bailey to the Public Art Commission. In closing, he requested a report and update regarding the Salinas valley groundwater sustainability efforts and its basins. Mayor Gunter highlighted upcoming events throughout the community and events he participated in over the past weeks. CLOSED SESSION The City Council recessed to closed session at 7:12 p.m. pursuant to: ID#17-595 a. Labor Negotiations - Cal. Govt. Code §54957.6, with its designated labor representatives Ray Corpuz, City Manager; Christopher A.
