PRESENTATION
Monterey Regional Waste Management District
Monterey Regional Waste Management District General Manager Tim Flanagan and
Senior Engineer David Ramirez highlighted the District resources. The District was
formed in 1951 with a focus on composting, recycling, processing and recycling facility
with an operating budget of $27.7 million. Mr. Flanagan highlighted the site location and
their connection to Salinas via Monterey One Water and other entities in the peninsula.
MRWM is best recognized for its Material Recovery Facility and noted that the renewable
gas plant has been operation since 1983 and are now moving toward generating renewal
energy powerplant. Legislative mandates such as AB 939, AB 32, AB 341, AB 1836, SB
1383, and Cal Green govern the facilities efforts. In 1996 MRWM installed a Material
Recovery Facility because of AB 939 mandating 50% diversion and successfully has
diverted over 2.2 million tons of waste. The system was designed to grow and meets the
district diversion goals recycling over 90% of residential waste, recycle and recover over
75% of construction and demo material and 65% recycle and recover commercial
material from business and multi-use buildings. Other facilities that they operate and
provide service to the community are the Last Chance Mercantile, Household Hazardous
Waste Facility, Renewable Energy Generation, Organics to Energy Food Waste
Recycling and the Community Franchise Collection Facility managed. MRWM has a
landfill capacity with >100 years capacity.

Resolution 21289 accepting the 2016 Staffing for Adequate Fire and Emergency
Response (SAFER) Grant award, grant #EMW-2016-FH-00524, with the total project
cost of $2,269,314 was approved. The motion carried by the following vote:

ID#17-562 Commercial Cannabis Ordinance Update
Councilmember McShane recused himself and left the Council Chamber due to financial
conflict of interest.
Introduced Ordinance 2600 amending Chapter 5, Article VII of the Salinas
Municipal Code.
COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember McShane requested an update on the 50/50 Tree Program and the Serco

Parking Enforcement. He reported he participated in the delegation visit from South
Korea focusing on agriculture technology, tourism and business. He announced he is
hosting a community meeting with the California State Housing and Urban Development
in the Rotunda on November 30. Councilmember McShane announced upcoming events
during the month of November and December to include the Tree for Peace lighting, the
Holiday Parade of Lights and the Holiday Home Lighting competition.
Councilmember Davis reported that there is a need for more parking in the downtown
area as the downtown has become a more vibrant downtown. He further encouraged
officers patrol the downtown walking the 100-300 blocks of Main Street.
Councilmember Barrera commended Sun Street Centers and the Alisal Union School
District for their participation in the Alisal Family Resource Festival. He invited the
Council to participate in the Veterans Memorial event on Saturday, November 11, 2017.
Councilmember Barrera recommended the city consider a program during the Forbes
Agtech Summit specifically geared toward the agricultural worker.
Councilmember De La Rosa requested an update on the County Health Clinic on
Sanborn Road. She reported she participated in the South Korean and Costa Rican
delegation visits where they discussed the potential for establishment of a friendship or
sister city relationship.
Mayor Gunter announced the upcoming Veterans Day Parade taking place on November
11 at 2 p.m.. He reported he assisted Councilmember Villegas with his District Clean-up
and commended all the organizations and volunteers for thier patricipation. Mayor Gunter
encouraged the public and witnesses to come forward with crime tips in efforts to solve
murders in the community. In closing, Mayor Gunter appointed Mr. Cole to the Monterey
County Commission on Disabilities.
