Resolution 21359 approving the Adoption Agreement between the City and PFM
Assets Management LLC ("PFM"); approving the Trust Administrative Services
Agreement between PFM and City; and authorizing the City Manager, Finance
Director and Assistant Finance Director as officers with the authority to execute
the necessary documents and agreements to carry out the trust services on
behalf of the City was approved. The motion carried by the following vote:

Community Development (HCD) and the Governor's Office of Planning and
research (OPR) was approved. The motion carried by the following vote:

Upon motion by Councilmember McShane, second by Councilmember De La
Rosa, Resolution 21361 approving a funding agreement in the amount of $25,000
between the City and PG&E for City to retain professional consultants (CCLR, NDC
and CALED-LEAP) with the expertise and ability to assist the City in developing
an Economic Development Plan for the Chinatown Neighborhood was approved.

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis announced he will be attending a Commemorative Tree Planting
Ceremony at Sobranes Park at 1 p.m. on March 23rd. He commended the Alisal High
School Athletics Program for their success in reaching the State Championships in
various sports. Councilmember Davis reported that the Police Activities League is
currently going through a reorganization but is moving forward.
Councilmember Barrera announced he will be hosting a Community Meeting on March
22nd regarding the John Street Traffic Calming measures. He announced he will also be
hosting a community meeting on March 29th regarding housing accessibility.
Councilmember Barrera requested the Council and staff begin discussion surrounding
the cannabis tax revenue allocation.
Councilmember De La Rosa announced she attended the Peace March and was pleased
to see the community engaged. She announced upcoming events to include ACE (Asian
Cultural Event), the Asian Festival and the Hebbron Family Center Spring Festival.
Councilmember Craig reported that the Transportation Agency for Monterey County
(TAMC) proposed bike trail will be funded by a portion of Measure X fund designated
through Fort TAG under discussion for 2 years. Measure X has allocated $20 million
dollars set aside and the other portion will be funded through other funding sources.
Councilmember Craig thanked Mayor Gunter for attended Salinas Valley Solid Waste

Authority on her behalf as she was not able to attend. Councilmember Craig reported that
she was an observer at the Fort Ord Reuse Authority where they discussed the East Side
Parkway. Additionally, she commended the Traffic and Engineering Division of Public
Works for their assistance with traffic measures and installation of stop sign in areas
within her district. In closing, Councilmember Craig reported that Supervisor Mary Adams
has requested a discussion surrounding Campaign Finance Reform.
Councilmember Villegas announced he is hosting a District 6 Cleanup on March 24th
from 9 a.m. to noon. Councilmember Villegas also requested the Council and staff begin
discussion surrounding the cannabis tax revenue allocation.
Councilmember McShane reported that Monterey Bay Community Power (MBCP) officially
launched its commercial enterprise effective March 1. He shared a document highlighting
MBCP and encouraged stakeholders to engage in the Community Advisory Committee
organizational board. Councilmember McShane reported that he represents the City on
the Association of Monterey Bay Area Governments and provided and overview of
AMBAG, its funding, general plan, and noted AMBAG will be celebrating its 50th year.
Councilmember McShane announced upcoming events and meetings which include the
Salinas Valley Agtech Summit, a District 3 Cleanup and Tree Planting Ceremony, Dia De
Los Muertos planning committee, Founders Day Committee meeting, and the Downtown
Community meeting. Councilmember McShane requested an update on the Public Art
Commission. He additionally requested the establishment of an illegal firearms
amnesty/surrender program. Request was second by Councilmember Villegas. In
closing, Councilmember McShane requested staff work with the Food Bank of Monterey
County on their occupancy permit challenges and that of the UFW as well.
Mayor Gunter reported that he will be attending CASP on March 21. He reported that he
hosted a Community Mayors Faith Breakfast and attended a meeting with
Assemblywoman Ana Caballero where they discussed issues surrounding the homeless
shelter, a farm bill and the soccer complex.
