ID#18-125 City Development Impact Fee Annual Adjustment
Received report from Assistant Public Works Director James Sandoval, which is filed in
the City Clerk's Office as the official record.
Upon motion by Councilmember Barrera, second by Councilmember Craig,
Resolution 21364 increasing City development impact fees by 3.3% effective July
1, 2018 was approved. The motion carried by the following vote:

Councilmember McShane and Mayor Gunter

Resolution 21365 approving adjustments and additions to the City-Wide Schedule
of Fees and Service Charges effective July 1, 2018 was approved. The motion

Upon motion by Councilmember Davis, second by Councilmember Craig,
Resolution 21366 authorizing the direct purchase of license plate readers (LPR's)
and related equipment from LEHR, a sole source provider for Vigilant Solutions
to outfit four police vehicles for a total cost of $85,429.13 was approved. The
motion carried by the following vote:

Councilmember McShane and Mayor Gunter
Absent: 2- Councilmember De La Rosa and Councilmember Villegas

ID#18-164 Cost Sharing Agreement Amendment with Monterey One Water
Upon motion by Councilmember Craig, second by Councilmember McShane,
Resolution 21367 authorizing the reallocation of funds for the cost sharing
Agreement with Monterey One Water (M1W) to allow necessary amendment to
the Waste Discharge Requirements Permit for the Salinas Industrial Waste Water
Treatment Facility was approved. The motion carried by the following vote:

Councilmember McShane and Mayor Gunter

ID#18-162 Last and Final Recognized Obligation Payment Schedule (Last & Final

Upon motion by Councilmember Davis, second by Councilmember McShane,
Successor Agency Resolution 36 approving the Last and Final Recognized
Obligation Payment Schedule (Last and Final ROPS) was approved. The motion
carried by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember McShane requested staff address the public safety concerns
surrounding the Salinas Aquatic Center. He announced upcoming events to include a
Downtown Community Meeting on April 4th, District 3 Cleanup and Tree Planting
ceremony on April 7th, Founders Day on April 14th, First Friday Art Walk on April 6th,
and Autism Walk on April 14th at Hartnell Community College. Councilmember McShane
reported that the Monterey Bay Air Resources District held a 4-hour retreat where they
developed their strategic plan.
Councilmember Craig reported that the Transportation Agency for Monterey County
received a funding update for Measure X county wide. She recommended the city host a
city-wide promotional/awards events similar to the event hosted by the Police Department
as it was very successful. She will be scheduling a community meeting for parents
regarding school resource officers support.
Councilmember Barrera commended Mr. Eastmann, president of the California Rodeo
Association for building a relationship with the Charro group as we approach the
California Rodeo. Councilmember Barrera noted that the improvements on John Street
are a success and residents are requesting improvements throughout John Street. He
added that he hosted a successful Housing Community Meeting.
Councilmember Davis reported he had a successful tree planting event at Cesar Chaves
Elementary School. He reported he was a guest speaker at an Administrative of Justice
class at Hartnell Community College for individuals interested in law enforcement and
civic duty. Councilmember Davis added that he attended the CDBG Appreciation Week

events. Councilmember Davis requested staff address and find a solution to the public
safety concerns at the Salinas Aquatic Center.
Mayor Gunter reported he attended a LAFCO meeting where they discussed and
approved the proposed truck stop at Airport Blvd. He announced upcoming events to
include the Agtech Summit, Founders Day, District 3 Clean-up and encouraged the
Council and public to attend. Mayor Gunter clarified for the record that he had to leave
the meeting as he was a guest speaker at the Veterans Memorial ceremonies at Hartnell
College. Mayor Gunter requested the Council make a formal request at the regional
boards they serve on for a report on how they will be addressing CalPERS rates.
