Upon motion by Councilmember Craig, second by Councilmember Villegas, Resolution 21370 to approve the local street maintenance and rehabilitation projects proposed to be partially or fully funded by California Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017, in Fiscal Year 2018/19 was approved. The following audience members commented on the report: Kelly McMillin Councilmember Davis made a motion recommending matter be forwarded to the Finance Committee for discussion before it is presented to Council for final approval. Ordinance was introduced and scheduled for a second reading and approval on May 1, 2018. Introduced an Ordinance updating the Commercial Cannabis Business Ordinance (Chapter 5, Article VII of the Municipal Code) and the Cannabis Business Tax (Chapter 19A of the Municipal Code). ID#18-200 Modification to Classification and Salary Schedule The following audience members commented on the report: Daniela DeBacca, SMEA Representative Analiz Leon, SEIU Representative Upon motion by Councilmember De La Rosa, second by Mayor Gunter, motion to approve the reclassification of the positions described in Exhibit B and modify the Classification and Salary Schedule failed. The motion failed by the following vote: Ayes: 2- Councilmember De La Rosa and Mayor Gunter Noes: 5- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember McShane and Councilmember Villegas COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember McShane highlighted various events he attended which included Founders Day, District 3 Clean-up and Tree Planting, and the Downtown Community meeting. Councilmember McShane reported that the Monterey Bay Air Resources District (MBARD) will be conducting a public hearing surrounding increased gas emissions from the local landfills significantly impacting the air quality. He announced MBARD is seeking nominations for the Clean Air Awards. Councilmember Mcshane reported he has been City of Salinas Page 3 City Council Meeting Minutes - Unofficial April 17, 2018 working with Pastor Lundine at the First Methodist to address the various issues surrounding homeless services and City funding. Councilmember McShane reminded staff of his request for a firearm amnesty program, an ordinance regarding recreational vehicle overnight parking, and a 50/50 Reforestation Program. Councilmember Villegas reported he will be attending the Housing Subcommittee on April 25 and noted there are various issues surrounding housing accessibility. Councilmember Villegas announced upcoming meetings and community events to include the Agtech Summit, From Blight to Bright Neighborhood meeting, and a community block party at Santa Rita School. Councilmember Craig noted that she will be out of town on a family trip. Councilmember Craig reported that Salinas Valley Solid Waste Authority (SVSWA) will be discussing the Authority’s CalPERS rate contributions, their strategic plan goals and six-month objectives and long-term facility needs. Councilmember Craig commended Councilmember McShane for a very successful Founders Day event. Councilmember Craig added that she has also been in contact with SCCIA members expressing concerns surrounding the homeless issues in the downtown area. She reported that the Police Community Advisory Committee has been discussing a potential name change to include “oversight” and wants to make the Council aware that this may be presented to them in the future for consideration. In closing, she added that she is working on the logistics for her District 5 Community Meeting regarding school resource officers. Councilmember De La Rosa highlighted community events she attended which included the Tavares Car Show, Founders Day, Neighborhood Block Captain Peer to Peer training, and the upcoming Santa Rita School block party. Councilmember Barrera highlighted the Summer Activity Guide which has been released to the public. He commended the City Attorney for his leadership in mitigating the concerns surrounding the Animal Shelter Committee. Councilmember McShane requested dialogue with the City Manager and Library and Community Services Director regarding the installation of an elevator at the Firehouse Recreation Center. Councilmember Barrera stated he would like to see the City highlight the positive things it is doing in the Alisal Area and throughout the City as they are always overlooked. He announced that the Girl Scouts of Monterey County will be participating in a tree planning event at Closter Park. Councilmember Davis reported that he attended various successful community events which included Founders Day, Digital Nest 1st year Anniversary, and a Natividad Creek Park community event. Councilmember Davis requested the City consider an MOU with the County to split the cost of a BMK/Skate park. Request was second by Councilmember Barrera and McShane. Councilmember Davis requested bathroom facility improvement at Natividad Creek Park and landscaping maintenance. Request was second by Councilmember Villegas. Mayor Gunter announced that he attended the Child Abuse Prevention Council where they presented Jose Arreola with the Community Peace Award. He reported he attended the Tavares Car Show, Founders Day, Digital Nest, Mission ROP Open House, Salinas Adult School 100-year anniversary, Sons of Retirement speaking engagement, and the Alisal Elementary School Open House. Mayor Gunter reminded the Council to use caution when discussing the potential litigation surrounding SCCIA and homeless issues.
