The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21378 ID#18-211 TRAKiT Permitting and Licensing System Upgrade This item was tabled to May 15, 2018. Approve a Resolution approving the Add-On Quote and Scope of Services with Superion to Migrate from TRAKiT.NET to TRAKiT9 and authorizing the Finance Director to execute the necessary documents on behalf of the City. COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Barrera reported he participated in a tree planting event at Closter Park and participated in the Empresario Latino Summit. Councilmember De La Rosa reported that she attended the Asian Festival, the Empresario Latino Summit, and Coffee with a Cop. Councilmember Craig reported that the Transportation Agency (TAMC) for Monterey County Board received the draft Monterey County Active Transportation Plan which also includes the bicycle-pedestrian master plan. She added that as a result of the discussion City of Salinas Page 5 City Council Meeting Minutes - Unofficial May 1, 2018 surrounding the East Side Parkway at the Fort Ord Reuse Authority (FORA), presentations will now go through the TAMC Board Chair for approval prior to presenting at other regional boards. Councilmember Craig reported that she will be attended a nomination committee meeting at the Monterey County Convention and Visitors Bureau on May 3. She added that the Rail to Salinas project was awarded an additional $10 million and the project is moving forward. Councilmember Craig announced that the District 5 Community meeting has been rescheduled at this time. Councilmember Villegas reported that he will be attending the CDBG/Housing Subcommittee meeting on May 14, where they will be having the Monte Bella Phase 5A - Inclusionary Housing Lottery. Councilmember McShane requested a status update on the recruitment for the Public Works Director position and an update on the Capital Improvement Project budget specific for tree replacement. He highlighted community events which include the Salinas Valley Memorial Hospital 65th anniversary and the Steinbeck’s Home Brew Fest. Councilmember McShane requested an update on the temporary shelter relocation and requested convening a Rail Subcommittee when appropriate. Mayor Gunter reported that the warming shelter will be moved in efforts to develop the property. He additionally reported he will be attending the Meet the Candidates for State Assembly event, Big Sur Land Trust event at Natividad Creek Park, and a CDBG/Housing Subcommittee meeting. He announced he was a guest speaker at the Boys and Girls Club career day and attended a ribbon cutting in District 3 honoring Boardwalk Subs. CLOSED SESSION Mayor Gunter disclosed the closed session matter; one potential case which involves threats of litigation made against the City by the Salinas City Center Improvement Associated related to the City’s Fiscal Year 17/18 Action Plan and the activities conducted by the First United Methodist Church located at 404 Lincoln Avenue. The City Council recessed to closed session at 9:25 p.m. pursuant to: ID#18-210 a. Anticipated Litigation - Cal. Gov’t. Code §54956.9(e)(3), conference with legal counsel regarding anticipated litigation (one case). PUBLIC DISCLOSURE Pursuant to Cal.
