MOTION
Councilmember Davis made a motion to approve a Resolution confirming the charges
from calendar year 2016-2018 with the exception of protests received for the 2018 Special
Assessment Charges. Motion was second by Councilmember De La Rosa.
SUBSTITUTE MOTION
Councilmember Craig made a substitute motion to approve a Resolution confirming the
charges from calendar year 2016-18 and table special assessment charges for protests
received, excluding protests filed by property owners of 45 Soledad Street due to existing
litigation, and all illegal fireworks citation related assessments charges. Motion was
second by Councilmember Davis.
Upon motion by Councilmember Craig, second by Councilmember Davis,
Resolution 21379 confirming charges from calendar years 2016-2018, of unpaid
nuisance abatement charge, administrative penalty, administrative cost, or other
debt on properties within the City of Salinas as amended was approved. The
motion carried by the following vote:

amended and restated predevelopment agreements to design, build and deliver
the Salinas Police Services Headquarters and the new El Gabilan Branch Library
with the Griffin/Swinerton development team was approved. The motion carried

Director to execute the necessary documents on behalf of the City was approved.

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis reported he attended the Alisal High Top 100 Awards ceremony in
recognition student academic achieviment. Councilmember Davis stated the bathrooms
at Creekbridge Park and skate park are in poor condition and require maitenance. He
also requested maintenance at Natividad Creek Park. Councilmember Davis requested
the City work with the County to consider a skate park and a BMX pump track off Laurel
Extention. Councilmember Davis requested staff consider the Gril Scouts request for
recycle bins at all city parks. Request was second by Councilmember McShane.
Councilmember Barrera reported that the District 2 Neighborhood Clean-up was a
success. He thanked the Little League parents for their participation an involvement at
Closter Park and the Take It Outside event.
Councilmember De La Rosa stated she attended a ribbon cutting event at Monte Bella
and a tree planting event in honor of Azael Cruz. She requested a report outlining the
budget for tree planting. Request was second by Councilmember McShane.
Councilmember Craig reported that the Fireworks Subcommittee met to discuss the
plans for fireworks safety education and enforcement during the 4th of July holiday. She
reported that the she is on the Nominating Subcommittee for the Monterey County
Convention and Visitors Bureau (MCCVB) and are will be considering appointment of a
new chair. She added that MCCVB is part of the DSA formula for the County and are
seeking 50% budget reduction. Councilmember Craig reported she will be attended the
Transportation Agency for Monterey County on May 25.
Councilmember Villegas reported that he attended the CDBG/Housing Subcommittee
meeting where they conducted the Monte Bella Phase 5 Inclusionary Housing Lottery. He
requested a future study session with a focus on the city’s bonding process.
Councilmember McShane reported that he is working with the City Manager on
responding to constituent requests and tracking legislation requested by
Councilmembers as future agenda items. Councilmember McShane announced he will
be hosting a Neighborhood Watch meeting in the Rotunda on May 17 and encouraged
everyone to attend. He requested a future agenda item report regarding tree planting plan.
Councilmember McShane shared that he is working with various community
organizations to replant trees.
Mayor Gunter reported he attended the ribbon cutting, ROTC Promotion Ceremony at
Everette Alvarez High School, and numerous Salinas City Center Improvement
Association meetings. He added he received a visit from the Monterey County Civil Grand
jury regarding a report they will be releasing regarding the City.
