Resolution 21394 and SA 37 approving the proposed FY 2018-19 Operating Budget
for the City of Salinas and Successor Agency to the former Salinas
Redevelopment Agency, the FY 2018-19 Capital Improvement Budget for the City
of Salinas, and a Resolution 21395 establishing the Appropriation Limit for FY
2018-19 at $243,119,316 was approved. The motion carried by the following vote:

3-06-0206-27), and authorizing the issuance of invitation to re-bid was approved.

Upon motion by Councilmember Craig, second by Councilmember McShane,
Resolution 21413 authorizing an agreement between the City of Salinas as the
host agency and the City of Monterey to participate in an Assistance to
Firefighters Grant for the procurement of Paramedic Training was approved. The
motion carried by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis requested a response back from the City Manager and or
Directors regarding the community issues he reports via e-mail to the City Manager.

Councilmember Barrera reported that Monterey Salinas Transit (MST) is having a ribbon
cutting at Ryan Ranch at their new facility and announced MST will be adding electric
buses to their Salinas fleet.
Councilmember De La Rosa announced she had a successful neighborhood clean-up
and attended A Time for Grieving memorial event.
Councilmember Craig reported that Monterey County Convention and Visitors Bureau
received full funding from the County of Monterey for another year. She added that
MCCVB be amending their bylaws to include the City of Salinas as a voting member.
Councilmember Craig reported that the Transportation Agency for Monterey County
Executive Committee is having a closed session meeting to discuss property acquisition
and will report back at the next meeting.
Councilmember Villegas reported the school year is coming to an end and is looking
forward to the summer months.
Councilmember McShane Councilmember commented that he met with SEIU
representatives and they expressed a desire to have regular meetings with the City
Manager. Additionally he stated that he met with a cannabis business owner who
expressed concerns regarding the more than $600,000 in fees to establish his business.
Councilmember McShane expressed support of Korean community to move forward with
a Sister City Relationship. He announced that effective July 1, 2018 Mr. Metcalfe
resigned from the Police Community Advisory Board and appointed Brian Stettenbenz.
Councilmember McShane requested an update on the status of the Board of Appeals. He
requested a presentation from CSUMB Center for Arts and Culture. Request was second
by Villegas. He requested an ordinance or discussion surrounding blight throughout the
City. Second by Councilmember Villegas.
Mayor Gunter reported he attended a FORA meeting and have allocated funding for
CalPERS liabilities. He announced he will be attending a CASP and SVBGSA meeting.
Mayor Gunter reminded the public regarding the political signs ordinance and notice to
remove signs following the election.
