TELECONFERENCE NOTICE
Pursuant to California Government Code Section §54953(b)(3), this City Council regular
meeting will include teleconference participation by Councilmember John "Tony" Villegas
from 12365 Jarratt Road Atascosa, Texas, 78002. The teleconference location shall be
accessible to the public for the open session portion of the meeting pursuant to
California Government Code Section §54954.3.

Public comments generally are limited to two minutes per speaker; the Mayor may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached. The
public may request that the legislative body consider adding an item for consideration on
a future agenda. The public may comment on scheduled agenda items, including closed
session items, as they are considered. In order to be respectful of all speakers’ views
and to avoid disruption of the meeting, the audience shall refrain from applauding or
jeering speakers who have been recognized by the Mayor.
PUBLIC HEARING
ID#18-302 Republic Services Garbage & Recycling Rates FY 2018-19
Recommendation: Approve a Resolution finding the proposed annual adjustments to Republic Services of
Salinas' (Republic Services) Schedule of Service Fees and Schedule of Rates for
Residential and Commercial Customers effective July 1, 2018, to be both reasonable and
within the terms of the Franchise Agreement.

for the Mayor and Councilmembers, Performance Standards for the Mayor and
Councilmembers, and Binding Arbitration for Fire Department personnel.

participation goal of 11.78% for Federal Fiscal Years (FFYs) 2019-2021
Recommendation: Approve a Resolution establishing the City's proposed DBE participation goal of 11.78%
for FFYs 2019-2021.
ID#18-272 Landscape Services for Maintenance Districts
Recommendation: Approve a Resolution approving the requests for proposals for four separate landscape
services contracts at the: (1) Harden Ranch Maintenance District; (2) North/East
Maintenance District; (3) Monte Bella Maintenance District: and (4) Mira Monte, Airport &
Woodside Maintenance Districts, and authorizing issuance of invitation to bid.
ID#18-273 Subdivision Improvement Agreement and Final Map for Monte Bella
Subdivision, Phase 5b
Recommendation: Approve a Resolution authorizing the Mayor to sign the subdivision improvement
agreement on behalf of the City, approving the final map for the Monte Bella Subdivision
Phase 5b, and accepting the easements offered for dedication.

ID#18-303 Build Grant Application for a New Intermodal Freight Rail Facility
Recommendation: Approve a Resolution supporting the proposed intermodal rail facility project and
authorizing staff to continue to work with Aurora Express International in preparing a grant
application.
ID#18-304 California Central Coast Chapter of the 1st Cavalry Association Helicopter
Project
Recommendation: Approve a Resolution in support of the Central Coast Chapter of the 1st Cavalry Division
Association's request to place a Vietnam era combat helicopter on City of Salinas
property at the Vietnam Veteran's Memorial site.
ID#18-312 Interim Agreement for Landscape Services in the City’s Lighting and
Landscape Maintenance Districts
Recommendation: Approve a Resolution authorizing the City Manager to: 1) pay past due invoices for
landscape services rendered from Smith and Enright Landscaping Services Inc. from
March 1, until such a time that an Interim Agreement can be executed for said services,
and 2) execute the Interim Agreement for landscape services for the City's Lighting and
Landscape Maintenance Districts.
ID#18-320 Sister City Relationship with Seogwipo City
Recommendation: Approve a Resolution establishing a Sister City relationship with Seogwipo City, Jeju
Special Self-Governing Province, Republic of Korea.
ID#18-328 Revised and Restated Franchise Agreement between the City of Salinas and
Allied Waste Services of North America
Recommendation: Approve a Resolution authorizing the Mayor to execute Amendment No. 2 to the Revised
and Restated Franchise Agreement between the City of Salinas and Allied Waste
Services of North America, LLC dba Republic Services of Salinas regarding administrative
oversight of solid waste and recyclable collection and disposal.
ID#18-330 Amendment No. 3 to Paramedic Service Provider Agreement Between
County of Monterey and City of Salinas
Recommendation: Approve a Resolution to extend the current Paramedic Service Provider Agreement
between the County of Monterey and City of Salinas to no later than July 31, 2018 and
authorizing the City Manager to negotiate and sign a new Successor Paramedic Service
Provider Agreement between the City and County.
