ADMINISTRATIVE REPORT ID#18-374 Center for Public Safety Management (CPSM) Operational and Overtime Analysis for the Salinas Fire and Police Departments Received report from City Manager Corpuz and CPSM Consultants, which is filed in the City Clerk’s Office as the official record. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21453 ID#17-589 Downtown Parking District Parking Rate Increase This item was continued to August 21, 2018. Approve a Resolution approving a parking rate increase for existing paid parking programs within the downtown parking district. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Absent: 1- Councilmember Davis Enactment No: RES 21454 ID#18-355 FY 2018-19 State of California Department of Housing and Community Development (HCD) Emergency Solutions Grant (ESG) Program Upon motion by Councilmember McShane, second by Councilmember Craig, Resolution 21455 authorizing the City to receive an ESG grant; and a Resolution approving the FY 2018-19 Housing and Community Development (HCD) Emergency Solutions Grant (ESG) Program Continuum of Care Allocation Notice of Funding Availability application submittal was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Absent: 1- Councilmember Davis Enactment No: RES 21455 ID#18-361 20-Minute Green Zone Designations at 345 Williams Road Upon motion by Councilmember Craig, second by Councilmember Davis, Resolution 21456 for the installation of two (2) 20-Minute Green Zone(s) for the business located at 345 Williams Road was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21456 ID#18-364 Crosswalk Policy Guidelines Update - Creative Crosswalks Upon motion by Councilmember Barrera, second by Councilmember De La Rosa, Resolution 21457 approving an update to the City of Salinas Crosswalk Policy for provision of creative crosswalks in Salinas was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter City of Salinas Page 3 City Council Meeting Minutes - Unofficial August 7, 2018 Absent: 1- Councilmember Davis Enactment No: RES 21457 ID#18-377 LIVE PD Television Program Upon motion by Councilmember Barrera, second by Councilmember De La Rosa, Resolution 21458 regarding the Salinas Police Department's participation in filming for the Live PD television program was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Absent: 1- Councilmember Davis Enactment No: RES 21458 ID#18-380 Cooperative Management of the Waste Management Assets in Monterey County Upon motion by Councilmember Barrera, second by Councilmember De La Rosa, Resolution 21459 that supports and recommends that both the Salinas Valley Solid Waste Authority and the Monterey Regional Waste Management District develop and execute a memorandum of understanding that formalizes a collaboration and commitment between the two agencies was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Absent: 1- Councilmember Davis Enactment No: RES 21459 ID#18-382 Direct Purchase of Motorola Radio Equipment Upon motion by Councilmember Craig, second by Councilmember Barrera, Resolution 21460 authorizing the direct purchase of Motorola radio equipment for police and fire departments and authorize the Finance Director to lease finance the purchase with Banc of America Public Capital Corp. was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Craig, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Absent: 1- Councilmember Davis Enactment No: RES 21460 ID#18-385 Modification to the Classification and Salary Schedule Upon motion by Councilmember Craig, second by Councilmember Davis, Resolution 21461 amending the Classification - Salary Schedule to include the part-time temporary classification of Fire Prevention Aide and adjust the Classification - Salary Schedule to reflect contracted cost of living adjustments since January 1, 2018 was approved.
