approving the FY 2018-19 Housing and Community Development (HCD)
Emergency Solutions Grant (ESG) Program Continuum of Care Allocation Notice
of Funding Availability application submittal was approved. The motion carried
by the following vote:

Upon motion by Councilmember Barrera, second by Councilmember De La Rosa,
Resolution 21457 approving an update to the City of Salinas Crosswalk Policy for
provision of creative crosswalks in Salinas was approved. The motion carried by
the following vote:

County
Upon motion by Councilmember Barrera, second by Councilmember De La Rosa,
Resolution 21459 that supports and recommends that both the Salinas Valley
Solid Waste Authority and the Monterey Regional Waste Management District
develop and execute a memorandum of understanding that formalizes a
collaboration and commitment between the two agencies was approved. The
motion carried by the following vote:

Councilmember McShane, Councilmember Villegas and Mayor Gunter

Upon motion by Councilmember Craig, second by Councilmember Barrera,
Resolution 21460 authorizing the direct purchase of Motorola radio equipment for
police and fire departments and authorize the Finance Director to lease finance
the purchase with Banc of America Public Capital Corp. was approved. The
motion carried by the following vote:

ID#18-385 Modification to the Classification and Salary Schedule
Upon motion by Councilmember Craig, second by Councilmember Davis,
Resolution 21461 amending the Classification - Salary Schedule to include the
part-time temporary classification of Fire Prevention Aide and adjust the
Classification - Salary Schedule to reflect contracted cost of living adjustments
since January 1, 2018 was approved. The motion carried by the following vote:

limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached. The
public may request that the legislative body consider adding an item for consideration on
a future agenda. The public may comment on scheduled agenda items, including closed
session items, as they are considered. In order to be respectful of all speakers’ views
and to avoid disruption of the meeting, the audience shall refrain from applauding or
jeering speakers who have been recognized by the Mayor.
