The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21468 ID#18-426 Lease Agreement with Salinas Boxing Club for Closter Park Recreation Center Upon motion by Councilmember Craig, second by Councilmember McShane, Resolution 21469 approving the Lease Agreement for use of Closter Park Recreation Center between the City of Salinas and Salinas Boxing Club was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Craig, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21469 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember McShane requested an update on the Board of Appeals. Request was second by Councilmember Craig. He reported Monterey Bay Community Power is doing well and noted that the CPUC is considering adjustments to the opt-out charges. He reported that the Monterey Bay Air Resources District approved recommendation for spending fees collected to improve air quality. Councilmember McShane announced he had a meeting with Jerry Kehoe regarding the plans for the Bruin Building and the Greyhound building and encouraged staff to work with the developers as necessary. He commended staff and the community for a successful Salinas Valley Food and Wine Festival and National Night Out event. He requested a plan or additional information regarding a Maker's Space in the City. Councilmember Villegas reported participated in the Transportation Agency for Monterey County Groundbreaking ceremony, National Night Out, Salinas Valley Food and Wine Festival, and a forum hosted by Congressman Panetta. He commended staff for moving forward with the creek clean-up and homeless encampment clean-up efforts. Councilmember Villegas requested a report from the Police Department regarding the School Resource Officer program. Request was second by Councilmember Craig. Councilmember Craig commended Encounter Church for their back to school backpack giveaway. She stated she participated in Salinas Valley Memorial Health Care Blue Zones project to determine if the the City is ready for health related changes in the community. She reported that Salinas Valley Solid Waste Authority Board approved moving forward with the proposed MOU that the City approved as a model to collaborate with the Monterey Regional Waste Management Agency. Councilmember De La Rosa reported that SUBA will be hosting a meeting to receive an update regarding the status of the transfer station. Councilmember De La Rosa City of Salinas Page 5 City Council Meeting Minutes - Unofficial August 21, 2018 requested a report from Sun Street Center's Sobering Center. She reported she attended the Blue Zones meetings and the Carr Lake Community Outreach meeting. She announced upcoming events to include the PAL Carshow, Veterans Rib Cook-off, and other events in the Laurel Heights area. Councilmember Barrera requested staff consider adding an elevator the Firehouse Recreation Center to increase youth participation and overall use of the building. Councilmember Davis commended staff for moving forward with the creek clean-up. He requested a plan from staff regarding the City's plan on maintain the creek and Chinatown clean. Request was second by Councilmember Barrera. He requested the median lighting on Laurel Drive be replaced, and recommended staff consider "gatorbags" for watering city trees. Mayor Gunter reported he will be attending a Fort Ord Reuse Authority meeting on August 24 and announced his upcoming neighborhood clean-up event and encouraged everyone to attend.
